Sindikati u Sloveniji oštro su se usprotivili pozivu tamošnjeg Ministarstva zdravlja upućenom zdravstvenim ustanovama da na vrhuncu pandemije koronavirusa ne plaćaju zaposlenike za rizični rad prema važećem kolektivnom ugovoru za javni sektor.

Po tom ugovoru, državni službenici za rad u rizičnim situacijama imaju pravo na dodatak u iznosu od 65 posto svoje osnovne plaće, ali Ministarstvo zdravlja predlaže da se odbije svako plaćanje do dogovora i međuministarskog usklađivanja načina provođenja ovog dijela kolektivnog ugovora.

- Ministarstvo izričito preporučuje da zdravstvene ustanove djeluju suprotno svojim obvezama prema Zakonu o plaćama i kolektivnom pregovaranju u javnom sektoru. Sadržaj kolektivnog ugovora ne može biti podložan jednostranom reguliranju ili međuresornoj koordinaciji, jer je to dvostrani ugovor, čiji se sadržaj može izmijeniti samo sporazumom dviju stranaka i samo s naprednim učinkom – poručili su sindikati i još dodali:

- Ogorčeni smo što je takav poziv stigao od Ministarstva zdravstva, koje nije ni kompetentno tumačiti i davati mišljenja o sustavu plaćanja u javnom sektoru. To se odnosi na zaposlenike koji su u vrijeme epidemije neosporni u pogledu rizika od infekcije u prvim redovima. Ne samo oni koji rade izravno sa zaraženima, svi ostali zaposlenici su u svakom trenutku izloženi riziku od infekcije u poslu s pacijentima i u prostorijama u koji se kreću zaraženi i potencijalno zaraženi virusom koji izaziva epidemiju.

Najviše što ih je ogorčilo jest da je poziv Ministarstva na neplaćanje došao svega par dan uoči isplate plaće za ožujak i Svjetskog dana zdravlja. Zato su javno zapitali Tomaža Gantara:

- Ministre, pitamo vas, je li stvarno (naivno) očekujete da su etika, pripadnost profesiji, socijalni smisao i razumijevanje novonastale situacije suradnika u zdravstvu neograničeni?

Umjesto izravnog odgovora dobili su tumačenje Ministarstva zdravlja kako su na ovaj potez odlučili jer Zakon o hitnim mjerama za suzbijanje epidemije još nije stupio na snagu. Nisu demantirali da će isplate dodataka biti obustavljene, već da će one na račun zdravstvenih radnika sjesti retroaktivno jednog dana. Kojeg, nisu precizirali.

Sindikati u Sloveniji oštro su se usprotivili pozivu tamošnjeg Ministarstva zdravlja upućenom zdravstvenim ustanovama da na vrhuncu pandemije koronavirusa ne plaćaju zaposlenike za rizični rad prema važećem kolektivnom ugovoru za javni sektor.

Po tom ugovoru, državni službenici za rad u rizičnim situacijama imaju pravo na dodatak u iznosu od 65 posto svoje osnovne plaće, ali Ministarstvo zdravlja predlaže da se odbije svako plaćanje do dogovora i međuministarskog usklađivanja načina provođenja ovog dijela kolektivnog ugovora.

- Ministarstvo izričito preporučuje da zdravstvene ustanove djeluju suprotno svojim obvezama prema Zakonu o plaćama i kolektivnom pregovaranju u javnom sektoru. Sadržaj kolektivnog ugovora ne može biti podložan jednostranom reguliranju ili međuresornoj koordinaciji, jer je to dvostrani ugovor, čiji se sadržaj može izmijeniti samo sporazumom dviju stranaka i samo s naprednim učinkom – poručili su sindikati i još dodali:

- Ogorčeni smo što je takav poziv stigao od Ministarstva zdravstva, koje nije ni kompetentno tumačiti i davati mišljenja o sustavu plaćanja u javnom sektoru. To se odnosi na zaposlenike koji su u vrijeme epidemije neosporni u pogledu rizika od infekcije u prvim redovima. Ne samo oni koji rade izravno sa zaraženima, svi ostali zaposlenici su u svakom trenutku izloženi riziku od infekcije u poslu s pacijentima i u prostorijama u koji se kreću zaraženi i potencijalno zaraženi virusom koji izaziva epidemiju.

Najviše što ih je ogorčilo jest da je poziv Ministarstva na neplaćanje došao svega par dan uoči isplate plaće za ožujak i Svjetskog dana zdravlja. Zato su javno zapitali Tomaža Gantara:

- Ministre, pitamo vas, je li stvarno (naivno) očekujete da su etika, pripadnost profesiji, socijalni smisao i razumijevanje novonastale situacije suradnika u zdravstvu neograničeni?

Umjesto izravnog odgovora dobili su tumačenje Ministarstva zdravlja kako su na ovaj potez odlučili jer Zakon o hitnim mjerama za suzbijanje epidemije još nije stupio na snagu. Nisu demantirali da će isplate dodataka biti obustavljene, već da će one na račun zdravstvenih radnika sjesti retroaktivno jednog dana. Kojeg, nisu precizirali.

Slovenski zdravstveni radnici ogorčeni jer im usred epidemije neće isplatiti dodatak od 65 posto, posebno ih pogodio trenutak u kojem su to saznali

Sindikati u Sloveniji oštro su se usprotivili pozivu tamošnjeg Ministarstva zdravlja upućenom zdravstvenim ustanovama da na vrhuncu pandemije koronavirusa ne plaćaju zaposlenike za rizični rad prema važećem kolektivnom ugovoru za javni sektor.

Po tom ugovoru, državni službenici za rad u rizičnim situacijama imaju pravo na dodatak u iznosu od 65 posto svoje osnovne plaće, ali Ministarstvo zdravlja predlaže da se odbije svako plaćanje do dogovora i međuministarskog usklađivanja načina provođenja ovog dijela kolektivnog ugovora.

- Ministarstvo izričito preporučuje da zdravstvene ustanove djeluju suprotno svojim obvezama prema Zakonu o plaćama i kolektivnom pregovaranju u javnom sektoru. Sadržaj kolektivnog ugovora ne može biti podložan jednostranom reguliranju ili međuresorn...
