Gradonačelnik Ivica Puljak zatražio je mišljenje od Povjerenstva za odlučivanje o sukobu interesa smiju li građani pomoći podmiriti kaznu građevinske inspekcije pomoću crowdfunding kampanje na društvenim mrežama, piše Dalmatinski portal.

‘U podnesenom zahtjevu obveznik navodi kako je rješenjima građevinske inspekcije, kao odgovorna osoba, kažnjen iznosima dva puta po 100.000 kuna za propuste koje nije napravio on već njegovi prethodnici te da navedene kazne mora platiti osobno‘, pisao im je među ostalim.

Tvrdio je da su mu građani sami ponudili pomoć u plaćanju kazni putem kreiranja crowdfunding kampanje. 

Objašnjava Povjerenstvu kako tim načinom postoje razne mogućnosti kroz koje se mogu prikupljati donacije kao na primjer primanje novca na osobni račun, primanje novca na poseban račun kreiran u tu svrhu te direktno plaćanje dijela kazne u državni proračun od strane građana. 

Povjerenstvo ističe kako bi se u slučaju plaćanja kazne obveznika od strane građana najvjerojatnije radilo o donacijskom modelu koji se i inače koristi prilikom humanitarnih kampanja.

- Zatražili smo dostavu rješenja temeljem kojih je obvezniku naloženo plaćanje kazne, međutim, navedena rješenja nisu dostavljena Povjerenstvu.

S obzirom na činjenicu da bi temeljem modela crowdfundinga, navedenih u zahtjevu za mišljenje obveznika, građani obvezniku posredno ili neposredno uplaćivali novac, a da se ne radi o uobičajenim darovima, obveznik navedeno ne može primiti budući da se radi o nedopuštenom daru - jasno je Povjerenstvo o sprječavanju sukoba interesa.

Puljak je, podsjetimo, u travnju ove godine kažnjen zbog radova na Vili Dalmaciji u park šumi Marjan. 

Gradonačelnik Ivica Puljak je rada sazvao konferenciju za novinare nakon što mu je Državni inspektorat zbog radova na vodovodnoj i kanalizacijskoj mreži u Vili Dalmaciji rješenjem razrezao još jednu novčanu kaznu od 100.000 kuna.

- Ovdje smo da vam prezentiramo nešto što se nije dogodilo nikad u Hrvatskoj, ali vjerujem i šire isto tako. Dakle, 7. ožujka je izdano rješenje u kojem se mene osobno kažnjava sa 100 tisuća kuna i prisiljava na obustavu građenja. Onda 27. ožujka se izdaje rješenje s kaznom od opet 100 tisuća kuna i prisiljava se na uklanjanje rekonstruiranog dijela, dakle na građenje - kazao je tada Puljak.

Puljak mora platiti još 100.000 kuna. Inspektorat mu je ispisao novu globu, a uputili su i ‘čestitku‘ Gradu

‘U podnesenom zahtjevu obveznik navodi kako je rješenjima građevinske inspekcije, kao odgovorna osoba, kažnjen iznosima dva puta po 100.000 kuna za propuste koje nije napravio on već njegovi prethodnici te da navedene kazne mora platiti osobno‘, pisao im je među ostalim.

Tvrdio je da su mu građani sami ponudili pomoć u plaćanju kazni putem kreiranja crowdfunding kampanje. 

Objašnjava Povjerenstvu kako tim načinom postoje razne mogućnosti kroz koje se mogu prikupljati donacije kao na primjer primanje novca na osobni račun, primanje novca na poseban račun kreiran u tu svrhu te direktno plaćanje dijela kazne u državni proračun od strane građana. 

Povjerenstvo ističe kako bi se u slučaju plaćanja kazne obveznika od strane građana najvjerojatnije radilo o donacijskom modelu koji se i inače koristi prilikom humanitarnih kampanja.

- Zatražili smo dostavu rješenja temeljem kojih je obvezniku naloženo plaćanje kazne, međutim, navedena rješenja nisu dostavljena Povjerenstvu.

S obzirom na činjenicu da bi temeljem modela crowdfundinga, navedenih u zahtjevu za mišljenje obveznika, građani obvezniku posredno ili neposredno uplaćivali novac, a da se ne radi o uobičajenim darovima, obveznik navedeno ne može primiti budući da se radi o nedopuštenom daru - jasno je Povjerenstvo o sprječavanju sukoba interesa.

Puljak je, podsjetimo, u travnju ove godine kažnjen zbog radova na Vili Dalmaciji u park šumi Marjan. 

Gradonačelnik Ivica Puljak je rada sazvao konferenciju za novinare nakon što mu je Državni inspektorat zbog radova na vodovodnoj i kanalizacijskoj mreži u Vili Dalmaciji rješenjem razrezao još jednu novčanu kaznu od 100.000 kuna.

- Ovdje smo da vam prezentiramo nešto što se nije dogodilo nikad u Hrvatskoj, ali vjerujem i šire isto tako. Dakle, 7. ožujka je izdano rješenje u kojem se mene osobno kažnjava sa 100 tisuća kuna i prisiljava na obustavu građenja. Onda 27. ožujka se izdaje rješenje s kaznom od opet 100 tisuća kuna i prisiljava se na uklanjanje rekonstruiranog dijela, dakle na građenje - kazao je tada Puljak.

Puljak mora platiti još 100.000 kuna. Inspektorat mu je ispisao novu globu, a uputili su i ‘čestitku‘ Gradu
