Saborski zastupnik SDP-a Branko Grčić ocijenio je u četvrtak u saborskoj raspravi da će novi zakon o turizmu biti teško provediv zbog golemog udjela sive ekonomije i crnog tržišta u turizmu.

"Zakon je teško provediv. Nemamo pouzdane baze podataka i registre. Imamo ogroman udio sive ekonomije i crnog tržišta u turizmu", rekao je Grčić. Posljednjih godina oko 60 posto ugovora o kupnji nekretnina je sa strancima, njihovi objekti nisu registrirani a u sezoni dovedu i "po stotinu ljudi a svi su ‘obitelj i prijatelji‘, kazao je Grčić dodavši kako sivo tržište radi pritisak na one koji legalno rade te taj problem treba riješiti.

Problem je u privatnom iznajmljivanju i obiteljskom smještaju koji dinamično raste, što bi trebalo regulirati tržište kroz ponudu i potražnju, rekao je Grčić i podsjetio da su mnogi apartmani u Splitu proteklog ljeta ostali prazni.

Za razliku od njega HDZ-ov Gari Cappelli drži kako se to ne može prepustiti tržištu jer se ne radi o nekom proizvodu koji se može maknuti sa police već je to pitanje upravljanja turizmom. Planovi upravljanja turizmom će se donositi na lokalnoj razini a prostor će biti biti jedan od glavnih segmenata za buduće upravljanje turizmom, kazao je.

Kad je riječ o onima koji žive u u inozemstvu a u Hrvatskoj iznajmljuju apartmane, Cappelli navodi da će se to pitanje riješiti kroz Direktivu EU jer nema samo o Hrvatska taj problem.

Mostov Božo Petrov založio se da se u prijedlog zakona u indeks prostorne razvijenosti, koji se temelji na pet pokazatelja, uključe prostorni pokazatelji koji su bitni za planiranje samog turizma. Upozorio je i da su mnoge lokalne sredine nezadovoljne brojem turista koje mogu primiti te svojim trenutnim kapacitetom budući da im nisu riješene komunalne usluge, parking i sl.

Širenje kapaciteta negativno utječe na život domicilnog stanovništva 

Da je nekontrolirano širenje smještajnih kapaciteta utjecalo na neodrživ pritisak na sve segmente komunalne infrastrukture, upozorila je i IDS-ova Katarina Nemet rekavši da to sve više negativno utječe na svakodnevni život domicilnog stanovništva u turističkim područjima.

Pozdravila je što nadležno ministarstvo u prijedlogu zakona prepoznaje problematiku prekomjernog rasta turizma i donosi mjere kako to smanjiti, ali smatra da u praksi neće učinkovito funkcionirati jer se mjere ograničavaju isključivo na razinu lokalne i regionalne samouprave dok o mjerama na nacionalnoj razini nema ni riječi. 

Katica Glamuzina (Socijaldemokrati) pozdravila je što se prijedlogom zakona omogućeno jedinicama lokalne samouprave ostvarivanje prihoda kroz turistički ekološki doprinos ali se upitala kako će netko utvrditi tko je jednodnevni turist, pogotovo kad se turistima smatra i domicilno stanovništvo.

"Kada iz Splita odem u Osijek tamo sam turist. Kako će to netko utvrditi da sam tamo turist i da bih trebala platiti turistički ekološki doprinos", upitala je.

Glamuzina je upozorila i da se u prijedlogu zakona ne vide konkretna rješenja problema vezanih uz kruzere, divljanje jahti, glisere koji ugrožavaju kupače, neadekvatnu brigu za podvodni svijet i sl. 

I Katarina Peović (Klub HSS i RF-a) upozorila je da će se zakonom zabraniti dolazak na more jednodnevnim turistima, među kojima su brojni umirovljenici, kao što su to već napravili neki gradovi (Crikvenica, Selce, Malinska, Dubrovnik) turističkim autobusima ali ne i kruzerima koji uzrokuju velika zagađenja.

Saborski zastupnik SDP-a Branko Grčić ocijenio je u četvrtak u saborskoj raspravi da će novi zakon o turizmu biti teško provediv zbog golemog udjela sive ekonomije i crnog tržišta u turizmu.

"Zakon je teško provediv. Nemamo pouzdane baze podataka i registre. Imamo ogroman udio sive ekonomije i crnog tržišta u turizmu", rekao je Grčić. Posljednjih godina oko 60 posto ugovora o kupnji nekretnina je sa strancima, njihovi objekti nisu registrirani a u sezoni dovedu i "po stotinu ljudi a svi su ‘obitelj i prijatelji‘, kazao je Grčić dodavši kako sivo tržište radi pritisak na one koji legalno rade te taj problem treba riješiti.

Problem je u privatnom iznajmljivanju i obiteljskom smještaju koji dinamično raste, što bi trebalo regulirati tržište kroz ponudu i potražnju, rekao je Grčić i podsjetio da su mnogi apartmani u Splitu proteklog ljeta ostali prazni.

Za razliku od njega HDZ-ov Gari Cappelli drži kako se to ne može prepustiti tržištu jer se ne radi o nekom proizvodu koji se može maknuti sa police već je to pitanje upravljanja turizmom. Kad je riječ o onima koji žive u u inozemstvu a u Hrvatskoj iznajmljuju apartmane, Cappelli navodi da će se to pitanje riješiti kroz Direktivu EU jer nema samo o Hrvatska taj problem.

Mostov Božo Petrov založio se da se u prijedlog zakona u indeks prostorne razvijenosti, koji se temelji na pet pokazatelja, uključe prostorni pokazatelji koji su bitni za planiranje samog turizma. Upozorio je i da su mnoge lokalne sredine nezadovoljne brojem turista koje mogu primiti te svojim trenutnim kapacitetom budući da im nisu riješene komunalne usluge, parking i sl.

Širenje kapaciteta negativno utječe na život domicilnog stanovništva 

Da je nekontrolirano širenje smještajnih kapaciteta utjecalo na neodrživ pritisak na sve segmente komunalne infrastrukture, upozorila je i IDS-ova Katarina Nemet rekavši da to sve više negativno utječe na svakodnevni život domicilnog stanovništva u turističkim područjima.

Pozdravila je što nadležno ministarstvo u prijedlogu zakona prepoznaje problematiku prekomjernog rasta turizma i donosi mjere kako to smanjiti, ali smatra da u praksi neće učinkovito funkcionirati jer se mjere ograničavaju isključivo na razinu lokalne i regionalne samouprave dok o mjerama na nacionalnoj razini nema ni riječi. 

Katica Glamuzina (Socijaldemokrati) pozdravila je što se prijedlogom zakona omogućeno jedinicama lokalne samouprave ostvarivanje prihoda kroz turistički ekološki doprinos ali se upitala kako će netko utvrditi tko je jednodnevni turist, pogotovo kad se turistima smatra i domicilno stanovništvo.

"Kada iz Splita odem u Osijek tamo sam turist. Kako će to netko utvrditi da sam tamo turist i da bih trebala platiti turistički ekološki doprinos", upitala je.

Glamuzina je upozorila i da se u prijedlogu zakona ne vide konkretna rješenja problema vezanih uz kruzere, divljanje jahti, glisere koji ugrožavaju kupače, neadekvatnu brigu za podvodni svijet i sl. 

I Katarina Peović (Klub HSS i RF-a) upozorila je da će se zakonom zabraniti dolazak na more jednodnevnim turistima, među kojima su brojni umirovljenici, kao što su to već napravili neki gradovi (Crikvenica, Selce, Malinska, Dubrovnik) turističkim autobusima ali ne i kruzerima koji uzrokuju velika zagađenja.

Saborski zastupnik SDP-a Branko Grčić ocijenio je u četvrtak u saborskoj raspravi da će novi zakon o turizmu biti teško provediv zbog golemog udjela sive ekonomije i crnog tržišta u turizmu.

"Zakon je teško provediv. Nemamo pouzdane baze podataka i registre. Imamo ogroman udio sive ekonomije i crnog tržišta u turizmu", rekao je Grčić. Posljednjih godina oko 60 posto ugovora o kupnji nekretnina je sa strancima, njihovi objekti nisu registrirani a u sezoni dovedu i "po stotinu ljudi a svi su ‘obitelj i prijatelji‘, kazao je Grčić dodavši kako sivo tržište radi pritisak na one koji legalno rade te taj problem treba riješiti.

Problem je u privatnom iznajmljivanju i obiteljskom smještaju koji dinamično raste, što bi trebalo regulirati tržište kroz ponudu i potražnju, rekao je Grčić i podsjetio da su mnogi apartmani u Splitu proteklog ljeta ostali prazni.

Za razliku od njega HDZ-ov Gari Cappelli drži kako se to ne može prepustiti tržištu jer se ne radi o nekom proizvodu koji se može maknuti sa police već je to pitanje upravljanja turizmom.
