Iako to najavljuje od ljeta 2020. godine, Grad Zadar još nije raspisao koncesiju za prostor bivšeg kluba "Zara Beach" na Kolovarama. Popularni klub je u rujnu 2017. zapečatila Carinska uprava i od tada ne radi, a atraktivna lokacija već petu sezonu dočekuje devastirana s građevinskim ostacima nekadašnjeg objekta. Grad je u međuvremenu uredio kupalište između bivše zgrade ZJZ-a i srušenog ugostiteljskog objekta, a u planu je nastavak uređenja obalnog pojasa prema Karmi i Punti Bajlo.
Kada će biti raspisana koncesija kako bi gradska plaža na Kolovarama dobila ugostiteljski objekt dostojan lokacije, pitali smo Tomislava Koronu, gradskog pročelnika Upravnog odjela za gospodarenje gradskom imovinom koji je pojasnio što se trenutno događa.
- Grad Zadar je u proteklom razdoblju proveo sve nužne predradnje potrebne za pokretanje postupka davanja koncesije na pomorskom dobru. Predradnje su obuhvaćale preuzimanje posjeda slobodnog od osoba i stvari, postavljanje zaštitne ograde oko devastiranog bivšeg ugostiteljskog objekta u cilju otklanjanja opasnosti za život i sigurnost prolaznika i kupača, izrada geodetske podloge i projekta uklanjanja nelegalnog dijela građevine izgrađenog nakon 1968. godine, te konačno vršenje radova uklanjanja preostalih oštećenih dijelova građevine, naveo je Korona dodajući kako je za provedbu postupka davanja koncesije potrebno napraviti provjeru usklađenosti s prostorno-planskom dokumentacijom, provjeru statusa pomorskog dobra, imenovanje stručnog povjerenstva za koncesiju, izradu studije opravdanosti davanja koncesije, izradu procjene vrijednosti koncesije, izradu prijedloga odluke o javnom prikupljanju ponuda, dostavu obavijesti nadležnom državnom odvjetništvu o namjeri davanja koncesije, provođenje postupka davanja koncesije, te konačno donošenje odluke o davanju koncesije i sklapanje ugovora o koncesiji.
- Upravni odjel za gospodarenje gradskom imovinom trenutno vrši sve navedene zakonom uvjetovane radnje kako bi do kraja godine dostavili pripremljene materijale s prijedlogom odluke Gradskom vijeću Grada Zadra na odlučivanje, istaknuo je pročelnik Korona.
Podsjetimo kako je država RH taj prostor dobila u travnju 2020. godine i to presudom Trgovačkog suda. Po toj presudi Ministarstvo mora, prometa i infrastrukture predalo je Gradu Zadru na upravljanje dio prostora plaže Kolovare s nekadašnjim objektom "Zara Beach“ u kojemu je poslovalo trgovačko društvo Sokol projekt d.o.o. U cijelu priču oko tog objekta na pomorskog dobru bili su uključeni i Hoteli Zadar koji su bili u posjedu.
Međutim, vlasničko pravo je jače od posjedovnih prava na koja su se Hoteli Zadar pozivali, pa je objekt vraćen u ruke državi.

Iako to najavljuje od ljeta 2020. godine, Grad Zadar još nije raspisao koncesiju za prostor bivšeg kluba "Zara Beach" na Kolovarama. Popularni klub je u rujnu 2017. zapečatila Carinska uprava i od tada ne radi, a atraktivna lokacija već petu sezonu dočekuje devastirana s građevinskim ostacima nekadašnjeg objekta. Grad je u međuvremenu uredio kupalište između bivše zgrade ZJZ-a i srušenog ugostiteljskog objekta, a u planu je nastavak uređenja obalnog pojasa prema Karmi i Punti Bajlo.
Kada će biti raspisana koncesija kako bi gradska plaža na Kolovarama dobila ugostiteljski objekt dostojan lokacije, pitali smo Tomislava Koronu, gradskog pročelnika Upravnog odjela za gospodarenje gradskom imovinom koji je pojasnio što se trenutno događa.
- Grad Zadar je u proteklom razdoblju proveo sve nužne predradnje potrebne za pokretanje postupka davanja koncesije na pomorskom dobru. Predradnje su obuhvaćale preuzimanje posjeda slobodnog od osoba i stvari, postavljanje zaštitne ograde oko devastiranog bivšeg ugostiteljskog objekta u cilju otklanjanja opasnosti za život i sigurnost prolaznika i kupača, izrada geodetske podloge i projekta uklanjanja nelegalnog dijela građevine izgrađenog nakon 1968. godine, te konačno vršenje radova uklanjanja preostalih oštećenih dijelova građevine, naveo je Korona dodajući kako je za provedbu postupka davanja koncesije potrebno napraviti provjeru usklađenosti s prostorno-planskom dokumentacijom, provjeru statusa pomorskog dobra, imenovanje stručnog povjerenstva za koncesiju, izradu studije opravdanosti davanja koncesije, izradu procjene vrijednosti koncesije, izradu prijedloga odluke o javnom prikupljanju ponuda, dostavu obavijesti nadležnom državnom odvjetništvu o namjeri davanja koncesije, provođenje postupka davanja koncesije, te konačno donošenje odluke o davanju koncesije i sklapanje ugovora o koncesiji.
- Upravni odjel za gospodarenje gradskom imovinom trenutno vrši sve navedene zakonom uvjetovane radnje kako bi do kraja godine dostavili pripremljene materijale s prijedlogom odluke Gradskom vijeću Grada Zadra na odlučivanje, istaknuo je pročelnik Korona.
Podsjetimo kako je država RH taj prostor dobila u travnju 2020. godine i to presudom Trgovačkog suda. Po toj presudi Ministarstvo mora, prometa i infrastrukture predalo je Gradu Zadru na upravljanje dio prostora plaže Kolovare s nekadašnjim objektom "Zara Beach“ u kojemu je poslovalo trgovačko društvo Sokol projekt d.o.o. U cijelu priču oko tog objekta na pomorskog dobru bili su uključeni i Hoteli Zadar koji su bili u posjedu.
Međutim, vlasničko pravo je jače od posjedovnih prava na koja su se Hoteli Zadar pozivali, pa je objekt vraćen u ruke državi.
