Jučer je bilo okej. Jedino, brate, ne možeš biti tako sitan i ne pozvati čovjeka koji je sve to radio, a to je Edo Kos. On je bio direktor Hrvatskih cesta. Ogroman posao je napravljen 2016. godine, a to nije bilo prikazano u filmu tamo. Ljudi koji su zaista i profesionalci i političari. Kos je barem zaslužio da ga se spomene, rekao je predsjednik Hrvatske Zoran Milanović, osvrnuvši se na svečano otvorenje Pelješkog mosta i protokol koji je, po njemu, napravio teški previd ne davši Kosu na otvaranju mosta, mjesto koje po svemu što je u tom projektu napravio - zaslužuje.

Tko je Edo Kos kojeg je spomenuo Milanović? Nekadašnji čelnik Hrvatskih cesta preživio je čak pet pokušaja ubojstva, a ugovor za izgradnju Pelješkog mosta je- raskinuo!

Sve ispočetka

Što na to kaže spomenuti Edo Kos? Je li uopće bio na ceremoniji otvaranja mosta u Komarni?

- Jesam, bio sam, ali isključivo kao privatna osoba. Sa kćerkom. I bilo nam je lijepo jer je most uistinu prekrasan i presretan sam što je na koncu sve dobro završilo. Mostovi su uostalom tu da nas povezuju. Znate, to što sam tamo bio privatno, tako je, zapravo, najbolje, jer mene vam ionako politika ne zanima - skromno će Kos.

No, službena biografija Ede Kosa ipak navodi njegove veze s politikom, i to onom IDS-a. 

Edo Kos je magistar tehničkih znanosti iz područja graditeljstva, diplomirao u Mariboru na Tehničkom fakultetu 1983. godine, a magistrirao je 1986. godine na FGZ u Zagrebu.

Od 1983. do 1989. radio na Tehničkom fakultetu u Mariboru kao asistent i viši predavač. Od 1991. godine član je IDS-a, a 1994. obnaša funkcije predsjednika Podružnice IDS-a Poreč ili predsjednika ZP IDS-a Poreštine.

U dva mandata, od 1993. do 1997. i 1997. do 2001. godine izabran je za vijećnika u Gradsko vijeće Grada Poreča, a u mandatima od 1993. do 1997. i 2005. do 2009. godine član je Gradskog poglavarstva Grada Poreča. Na izborima u svibnju 2009. godine izabran je za zamjenika gradonačelnika Grada Poreča.

Složena procedura

  No, vratimo se temi. Edo Kos potvrđuje da je ono što su izjavili Milanović i Radimir Čačić, koji je kazao da je HDZ uprskao planirajući projekt izgradnje mosta toliko da je sve to iza njih trebalo očistiti i krenuti ispočetka - točno.

- Da, a krenulo se u razdoblju od 2012. do 2016. godine i to ne zato jer smo samo mi to tako htjeli, već i stoga što je već Vlada Jadranke Kosor konstatirala da su radovi na mostu usporeni i ne idu kako treba, pa se sugeriralo staroj upravi Hrvatskih cesta da raskinu ugovore sa izvođačima. Taj projekt je mijenjan još 2008. godine, a kad smo ga mi preuzeli trebalo ga je pripremiti u toj mjeri da ga bez oklijevanja prihvati Europska komisija kako bi ga izgradili novcem iz EU fondova - veli Kos i ističe da su se tada suočili sa iznimno složenom procedurom.

- Nitko vam neće dati toliki novac na lijepe oči. Zato smo prionuli izradi studije opravdanosti gradnje mosta i ponudili čak devet alternativnih mogućnosti povezivanja Komarne i Brijeste. Istovremeno se rješavalo sve moguće prijepore sa Bosnom i Hercegovinom u vezi funkcionalnosti i izgleda budućeg mosta. Tek kad su ama baš sve nedoumice po tom pitanju otklonjene i kad je Europska komisija dobila jasan plan izgradnje Pelješkog mosta, ona je 2017. tom velikom projektu dala zeleno svjetlo. Ona je potvrdila projekt koji smo praktički pripremili od početka do kraja. Kasnije je raspisan natječaj, izabran izvođač i izgradnja mosta je na zadovoljstvo sviju uspješno privedena kraju - objašnjava Kos i ističe da planiranje tako velikih projekata traje minimalno četiri, pet godina.

Čiovski most

- Ključnu ulogu u pripremi projekta Pelješki most, odigrali su najbolji inženjeri Hrvatskih cesta okupljeni u odjelu u kojem se iznimno predano radilo na privlačenju sredstava iz fondova EU-a. Ništa mi bez tog novca ne bismo uspjeli realizirati, a ovako su dobivena sredstva ne samo za Pelješki most, već i onaj koji povezuje kopno i Čiovo, te dovršetak brze ceste između Trogira i Splita. Naravno da i hrvatski porezni obveznici doprinose punjenju proračuna Europske unije, no morate znati da se ta sredstva za infrastrukturne projekte dobivaju tek onda kad su ispunjeni najviši mogući kriteriji i to svi do jednoga, a u slučaju planiranja izgradnje mosta to je bilo jako zahtjevno - veli naš sugovornik.  

Znači, ključan je svibanj 2012. godine, kad su Hrvatske ceste na čelu s Kosom raskinule postojeći ugovor o građenju mosta kopno - Pelješac iz 2007.

- Namjera da se most gradi bila je neupitna i ranije, ali se praktički svodila samo na nekakve vizije i obećanja, dok nisu jasno određeni projektni, prostorno - planski i financijski temelji za njegovu izgradnju uz korištenje sredstava iz EU-a - zaključuje Edo Kos.

Jučer je bilo okej. Jedino, brate, ne možeš biti tako sitan i ne pozvati čovjeka koji je sve to radio, a to je Edo Kos. On je bio direktor Hrvatskih cesta. Kos je barem zaslužio da ga se spomene, rekao je predsjednik Hrvatske Zoran Milanović, osvrnuvši se na svečano otvorenje Pelješkog mosta i protokol koji je, po njemu, napravio teški previd ne davši Kosu na otvaranju mosta, mjesto koje po svemu što je u tom projektu napravio - zaslužuje.

Što na to kaže spomenuti Edo Kos? Je li uopće bio na ceremoniji otvaranja mosta u Komarni?

- Jesam, bio sam, ali isključivo kao privatna osoba. Sa kćerkom. I bilo nam je lijepo jer je most uistinu prekrasan i presretan sam što je na koncu sve dobro završilo. Mostovi su uostalom tu da nas povezuju. Znate, to što sam tamo bio privatno, tako je, zapravo, najbolje, jer mene vam ionako politika ne zanima - skromno će Kos.

No, službena biografija Ede Kosa ipak navodi njegove veze s politikom, i to onom IDS-a. 

Edo Kos je magistar tehničkih znanosti iz područja graditeljstva, diplomirao u Mariboru na Tehničkom fakultetu 1983. godine, a magistrirao je 1986. godine na FGZ u Zagrebu.

Od 1983. do 1989. radio na Tehničkom fakultetu u Mariboru kao asistent i viši predavač. Od 1991. godine član je IDS-a, a 1994. obnaša funkcije predsjednika Podružnice IDS-a Poreč ili predsjednika ZP IDS-a Poreštine.

U dva mandata, od 1993. do 1997. i 1997. do 2001. godine izabran je za vijećnika u Gradsko vijeće Grada Poreča, a u mandatima od 1993. do 1997. i 2005. do 2009. godine član je Gradskog poglavarstva Grada Poreča. Na izborima u svibnju 2009. godine izabran je za zamjenika gradonačelnika Grada Poreča.

Složena procedura

  No, vratimo se temi. Edo Kos potvrđuje da je ono što su izjavili Milanović i Radimir Čačić, koji je kazao da je HDZ uprskao planirajući projekt izgradnje mosta toliko da je sve to iza njih trebalo očistiti i krenuti ispočetka - točno.

- Da, a krenulo se u razdoblju od 2012. do 2016. godine i to ne zato jer smo samo mi to tako htjeli, već i stoga što je već Vlada Jadranke Kosor konstatirala da su radovi na mostu usporeni i ne idu kako treba, pa se sugeriralo staroj upravi Hrvatskih cesta da raskinu ugovore sa izvođačima. Taj projekt je mijenjan još 2008. godine, a kad smo ga mi preuzeli trebalo ga je pripremiti u toj mjeri da ga bez oklijevanja prihvati Europska komisija kako bi ga izgradili novcem iz EU fondova - veli Kos i ističe da su se tada suočili sa iznimno složenom procedurom.

- Nitko vam neće dati toliki novac na lijepe oči. Zato smo prionuli izradi studije opravdanosti gradnje mosta i ponudili čak devet alternativnih mogućnosti povezivanja Komarne i Brijeste. Istovremeno se rješavalo sve moguće prijepore sa Bosnom i Hercegovinom u vezi funkcionalnosti i izgleda budućeg mosta. Tek kad su ama baš sve nedoumice po tom pitanju otklonjene i kad je Europska komisija dobila jasan plan izgradnje Pelješkog mosta, ona je 2017. tom velikom projektu dala zeleno svjetlo. Ona je potvrdila projekt koji smo praktički pripremili od početka do kraja. Kasnije je raspisan natječaj, izabran izvođač i izgradnja mosta je na zadovoljstvo sviju uspješno privedena kraju - objašnjava Kos i ističe da planiranje tako velikih projekata traje minimalno četiri, pet godina.

Čiovski most

- Ključnu ulogu u pripremi projekta Pelješki most, odigrali su najbolji inženjeri Hrvatskih cesta okupljeni u odjelu u kojem se iznimno predano radilo na privlačenju sredstava iz fondova EU-a. Ništa mi bez tog novca ne bismo uspjeli realizirati, a ovako su dobivena sredstva ne samo za Pelješki most, već i onaj koji povezuje kopno i Čiovo, te dovršetak brze ceste između Trogira i Splita. Naravno da i hrvatski porezni obveznici doprinose punjenju proračuna Europske unije, no morate znati da se ta sredstva za infrastrukturne projekte dobivaju tek onda kad su ispunjeni najviši mogući kriteriji i to svi do jednoga, a u slučaju planiranja izgradnje mosta to je bilo jako zahtjevno - veli naš sugovornik.  

Znači, ključan je svibanj 2012. godine, kad su Hrvatske ceste na čelu s Kosom raskinule postojeći ugovor o građenju mosta kopno - Pelješac iz 2007.

- Namjera da se most gradi bila je neupitna i ranije, ali se praktički svodila samo na nekakve vizije i obećanja, dok nisu jasno određeni projektni, prostorno - planski i financijski temelji za njegovu izgradnju uz korištenje sredstava iz EU-a - zaključuje Edo Kos.

Jučer je bilo okej. Jedino, brate, ne možeš biti tako sitan i ne pozvati čovjeka koji je sve to radio, a to je Edo Kos. On je bio direktor Hrvatskih cesta. Ogroman posao je napravljen 2016. godine, a to nije bilo prikazano u filmu tamo. Ljudi koji su zaista i profesionalci i političari.
