Novoimenovani ravnatelj Umjetničke škole Luke Sorkočevića Dario Čagalj najavio je poskupljenje školarine. U izjavi za Dubrovački vjesnik nije naveo koliko će biti to povećanje u odnosu na sadašnjih 1650 kuna godišnje, a kao argument je iznio sljedeće: „Sve je poskupjelo pa zašto ne bi i Glazbena škola na kraju krajeva? Rashodi su nam ogromni, zgrada je starija, treba je grijati zimi, ljeti hladiti, održavati, pituravati...”.

Naveo je i sljedeće: „Iz prihoda od školarine financiramo svoj rashod. Iz toga moramo financirati instrumente, nabavu instrumenata, potrošnog materijala, održavati Školu, naravno, imamo pomoć od Županije bez koje ne bismo mogli ni egzistirati”.

Financiranje javnih potreba u umjetničkom obrazovanju osigurava se iz državnog i županijskog ili gradskog proračuna, te prihoda koji se ostvaruju obavljanjem vlastite djelatnosti, participacije roditelja učenika te sredstvima drugih subjekata, pokrovitelja i zainteresiranih ustanova.

„U proračunu jedinice lokalne i područne (regionalne) samouprave osiguravaju se sredstva za materijalne i financijske rashode škola koji obuhvaćaju i rashode za materijal, dijelove i usluge tekućeg i investicijskog održavanja, rashode za izgradnju, dogradnju i rekonstrukciju školskog prostora te opremanje školskih ustanova prema standardima i normativima koje propisuje ministar, a sve u skladu s državnim pedagoškim standardom, naknadu za prijevoz na posao i s posla radnicima srednjoškolskih ustanova te poboljšanje uvjeta rada škole.

Školski odbor, uz suglasnost osnivača, donosi odluku o iznosu participacije roditelja/skrbnika učenika te cijeni obrazovanja za svaku godinu obrazovanja. Umjetničke škole sklapaju ugovor o participaciji s roditeljima, odnosno skrbnicima učenika umjetničkih škola kojim utvrđuju iznos participacije, prava učenika i obveze škole. Ostvareni prihod škola mora upotrijebiti isključivo za obavljanje i razvoj djelatnosti škole”, navode iz Dubrovačko-neretvanske županije koja je osnivač ove škole.

Dakle, Država i Županija bi se trebale pobrinuti da zaposlenima osiguraju sva pripadajuća prava, da se učenicima osiguraju uvjeti po pedagoškom standardu i da se održava školska zgrada.

Kroz financiranje decentraliziranih funkcija srednjeg školstva na području Dubrovačko-neretvanske županije u 2023. godini, za Umjetničku školu Luke Sorkočevića iz Dubrovnika predviđene su 103 tisuće eura za materijalne i financijske rashode škole.

Novoimenovani ravnatelj Umjetničke škole Luke Sorkočevića Dario Čagalj najavio je poskupljenje školarine. U izjavi za Dubrovački vjesnik nije naveo koliko će biti to povećanje u odnosu na sadašnjih 1650 kuna godišnje, a kao argument je iznio sljedeće: „Sve je poskupjelo pa zašto ne bi i Glazbena škola na kraju krajeva? Rashodi su nam ogromni, zgrada je starija, treba je grijati zimi, ljeti hladiti, održavati, pituravati...”.

Naveo je i sljedeće: „Iz prihoda od školarine financiramo svoj rashod. Iz toga moramo financirati instrumente, nabavu instrumenata, potrošnog materijala, održavati Školu, naravno, imamo pomoć od Županije bez koje ne bismo mogli ni egzistirati”.

Financiranje javnih potreba u umjetničkom obrazovanju osigurava se iz državnog i županijskog ili gradskog proračuna, te prihoda koji se ostvaruju obavljanjem vlastite djelatnosti, participacije roditelja učenika te sredstvima drugih subjekata, pokrovitelja i zainteresiranih ustanova.

„U proračunu jedinice lokalne i područne (regionalne) samouprave osiguravaju se sredstva za materijalne i financijske rashode škola koji obuhvaćaju i rashode za materijal, dijelove i usluge tekućeg i investicijskog održavanja, rashode za izgradnju, dogradnju i rekonstrukciju školskog prostora te opremanje školskih ustanova prema standardima i normativima koje propisuje ministar, a sve u skladu s državnim pedagoškim standardom, naknadu za prijevoz na posao i s posla radnicima srednjoškolskih ustanova te poboljšanje uvjeta rada škole.

Školski odbor, uz suglasnost osnivača, donosi odluku o iznosu participacije roditelja/skrbnika učenika te cijeni obrazovanja za svaku godinu obrazovanja. Umjetničke škole sklapaju ugovor o participaciji s roditeljima, odnosno skrbnicima učenika umjetničkih škola kojim utvrđuju iznos participacije, prava učenika i obveze škole. Ostvareni prihod škola mora upotrijebiti isključivo za obavljanje i razvoj djelatnosti škole”, navode iz Dubrovačko-neretvanske županije koja je osnivač ove škole.

Dakle, Država i Županija bi se trebale pobrinuti da zaposlenima osiguraju sva pripadajuća prava, da se učenicima osiguraju uvjeti po pedagoškom standardu i da se održava školska zgrada.

Kroz financiranje decentraliziranih funkcija srednjeg školstva na području Dubrovačko-neretvanske županije u 2023. godini, za Umjetničku školu Luke Sorkočevića iz Dubrovnika predviđene su 103 tisuće eura za materijalne i financijske rashode škole.
