Kina se, po svim relevantnim pokazateljima, najsporije na svijetu ekonomski oporavlja od posljedica pandemije. To, međutim, nije razlog za planetarno slavlje nego prije za opću zabrinutost, ako se zna da je ova zemlja tijekom zadnjih desetljeća bila najsnažniji pokretač globalnog gospodarskog rasta.

Nakon što je u prosincu prošle godine raskrstilo s trogodišnjom politikom nulte tolerancije na koronavirus, drugo najveće svjetsko gospodarstvo još uvijek ni približno ne radi punom parom. Kineski uvoz naglo se smanjio u travnju za oko 8 posto, dok je izvoz rastao tempom od 8,5 posto. Potrošačke cijene u travnju rasle su im najsporije u zadnjih dvije godine, dok su se novi bankovni zajmovi smanjili mnogo snažnije nego što se očekivalo.

"Kinesko gospodarstvo nije pred implozijom, ali je jasno kako se ne vraća u zlatno desetljeće 2010-ih kada je raslo na dvoznamenkastoj razini", izjavio je za Deutsche Welle Steve Tsang, direktor Kineskog instituta sa sjedištem u Londonu. Snažan oporavak Kine pomogao bi ublažiti očekivano usporavanje ekonomije u drugim dijelovima svijeta, potaknuto strožim monetarnim politikama središnjih banaka u posljednjih 18 mjeseci.

Ogromni poticaji iz Kine nakon financijske krize 2008./2009. jako su pomogli oporavku globalnog gospodarstva, no danas svjetska ekonomija na takvo što ne može nikako računati. Naime, upravo su te mjere poticaja Kini namrijele gomilu dugova. U ožujku je MMF upozorio kako je samo dug kineske lokalne samouprave porastao na rekordnih 66 bilijuna juana, što je jednako polovici BDP-a zemlje. Zato zapadni politički kreatori koji se nadaju da će Kina oživjeti njihova gospodarstva što prije moraju sagledati novu političku i ekonomsku stvarnost bez naočala koje iskrivljuju stvarnost.

Kineska prijetnja invazijom na Tajvan nastavlja antagonizirati Zapad. Prijateljske veze Pekinga s Moskvom i neutralnost naspram ruske invazije na Ukrajinu drugi su ešalon pitanja koja ugrožavaju globalnu gospodarsku suradnju. Dođe li do konflikta oko Tajvana, to će dovesti do seizmičkih promjena u svjetskim gospodarskim tokovima. Multinacionalne kompanije bi se sigurno povukle iz Kine, njezina izvozna tržišta bi se zatvorila, a Pekingu bi bile jamačno uvedene i gospodarske sankcije.

"Agresivna vanjska politika koju provodi kineski predsjednik Xi Jinping urodila je time da se SAD i druge zapadne zemlje počinju udaljavati ili smanjivati rizike u svojim gospodarskim vezama s Kinom, što znači da ključni faktor koji je prije podržavao brzi rast u Kini naočigled slabi", primjećuje Steven Tsang.

Zapadni političari kinesku gospodarsku inicijativu Pojas i put sve češće vide kao alat za političko-interesnu ekspanziju, a ne kao platformu za ekonomsku suradnju. Često nazivana i Novim putem svile, ova investicija vrijedna basnosnolovnih 840 milijardi dolara u ceste, mostove, luke i bolnice u više od 150 zemalja mahom izaziva zabrinutost i kritike, umjesto investicijske radosti na Zapadu. Mnogi upozoravaju kako je taj projekt namamio zemlje u razvoju u dužničke zamke s ogromnim kreditima koje si mnoge ne mogu priuštiti, pri čemu se često ističe primjer Crne Gore. Pojas i put, riječju, optužuje se za oslabljivanje ciljanih svjetskih ekonomija sa zapadnim zemljama i njihovo dužničko vezivanje uz Kinu.

Nove tehnologije sporo se implementiraju, rezultate treba čekati

Još je jedan razlog za ne baš sjajan oporavak Kine nakon covid-blokade, a to je strateški plan Pekinga da pomakne gospodarstvo prema kvaliteti umjesto kvantiteti proizvodnog rasta. Takve reforme, međutim, iziskuju mnogo vremena, baš kao i investicije u industrije poput umjetne inteligencije, robotike, poluvodiča... I svijet i Peking će se zato malo načekati da kinesko gospodarstvo postane dinamičnije, živahnije i inovativno. Usprkos svemu tome MMF svejedno predviđa kako će Kina i dalje biti najveći pokretač globalnog gospodarskog rasta u sljedećih pet godina, koliko god to svima bilo nedovoljno.

Kina se, po svim relevantnim pokazateljima, najsporije na svijetu ekonomski oporavlja od posljedica pandemije. To, međutim, nije razlog za planetarno slavlje nego prije za opću zabrinutost, ako se zna da je ova zemlja tijekom zadnjih desetljeća bila najsnažniji pokretač globalnog gospodarskog rasta.

Nakon što je u prosincu prošle godine raskrstilo s trogodišnjom politikom nulte tolerancije na koronavirus, drugo najveće svjetsko gospodarstvo još uvijek ni približno ne radi punom parom. Kineski uvoz naglo se smanjio u travnju za oko 8 posto, dok je izvoz rastao tempom od 8,5 posto. Potrošačke cijene u travnju rasle su im najsporije u zadnjih dvije godine, dok su se novi bankovni zajmovi smanjili mnogo snažnije nego što se očekivalo.

"Kinesko gospodarstvo nije pred implozijom, ali je jasno kako se ne vraća u zlatno desetljeće 2010-ih kada je raslo na dvoznamenkastoj razini", izjavio je za Deutsche Welle Steve Tsang, direktor Kineskog instituta sa sjedištem u Londonu. Snažan oporavak Kine pomogao bi ublažiti očekivano usporavanje ekonomije u drugim dijelovima svijeta, potaknuto strožim monetarnim politikama središnjih banaka u posljednjih 18 mjeseci.

Ogromni poticaji iz Kine nakon financijske krize 2008./2009. jako su pomogli oporavku globalnog gospodarstva, no danas svjetska ekonomija na takvo što ne može nikako računati. Naime, upravo su te mjere poticaja Kini namrijele gomilu dugova. U ožujku je MMF upozorio kako je samo dug kineske lokalne samouprave porastao na rekordnih 66 bilijuna juana, što je jednako polovici BDP-a zemlje. Zato zapadni politički kreatori koji se nadaju da će Kina oživjeti njihova gospodarstva što prije moraju sagledati novu političku i ekonomsku stvarnost bez naočala koje iskrivljuju stvarnost.

Kineska prijetnja invazijom na Tajvan nastavlja antagonizirati Zapad. Prijateljske veze Pekinga s Moskvom i neutralnost naspram ruske invazije na Ukrajinu drugi su ešalon pitanja koja ugrožavaju globalnu gospodarsku suradnju. Dođe li do konflikta oko Tajvana, to će dovesti do seizmičkih promjena u svjetskim gospodarskim tokovima. Multinacionalne kompanije bi se sigurno povukle iz Kine, njezina izvozna tržišta bi se zatvorila, a Pekingu bi bile jamačno uvedene i gospodarske sankcije.

"Agresivna vanjska politika koju provodi kineski predsjednik Xi Jinping urodila je time da se SAD i druge zapadne zemlje počinju udaljavati ili smanjivati rizike u svojim gospodarskim vezama s Kinom, što znači da ključni faktor koji je prije podržavao brzi rast u Kini naočigled slabi", primjećuje Steven Tsang.

Zapadni političari kinesku gospodarsku inicijativu Pojas i put sve češće vide kao alat za političko-interesnu ekspanziju, a ne kao platformu za ekonomsku suradnju. Često nazivana i Novim putem svile, ova investicija vrijedna basnosnolovnih 840 milijardi dolara u ceste, mostove, luke i bolnice u više od 150 zemalja mahom izaziva zabrinutost i kritike, umjesto investicijske radosti na Zapadu. Mnogi upozoravaju kako je taj projekt namamio zemlje u razvoju u dužničke zamke s ogromnim kreditima koje si mnoge ne mogu priuštiti, pri čemu se često ističe primjer Crne Gore. Pojas i put, riječju, optužuje se za oslabljivanje ciljanih svjetskih ekonomija sa zapadnim zemljama i njihovo dužničko vezivanje uz Kinu.

Još je jedan razlog za ne baš sjajan oporavak Kine nakon covid-blokade, a to je strateški plan Pekinga da pomakne gospodarstvo prema kvaliteti umjesto kvantiteti proizvodnog rasta. Takve reforme, međutim, iziskuju mnogo vremena, baš kao i investicije u industrije poput umjetne inteligencije, robotike, poluvodiča... I svijet i Peking će se zato malo načekati da kinesko gospodarstvo postane dinamičnije, živahnije i inovativno. Usprkos svemu tome MMF svejedno predviđa kako će Kina i dalje biti najveći pokretač globalnog gospodarskog rasta u sljedećih pet godina, koliko god to svima bilo nedovoljno.
