Predsjednik Vlade Andrej Plenković ustvrdio je u četvrtak, predstavljajući Hrvatskom saboru prijedlog proračuna za 2021. godinu, da se njime Hrvatskoj osigurava gospodarski oporavak, a građanima i gospodarstvu i dalje pruža potpora.
"Proračun Hrvatskoj osigurava gospodarski oporavak u okolnosti posljedica pandemije covida-19. Cilj je da unatoč tome što je Hrvatska pretrpjela ekonomske i financijske posljedice i što je Zagreb pogodio potres i što se sve odrazilo na javne financije, da i dalje pružimo potporu građanima i gospodarstvu”, istaknuo je Plenković.
Podsjetio je pritom na dosad poduzete mjere za održanje zaposlenosti i gospodarske aktivnosti, istaknuvši da će se do kraja godine za očuvanje radinih mjesta potrošiti 8,1 milijardu kuna.
Osim toga, poreza i doprinosa djelomično ili potpuno oslobođena su različita društva, što je koštalo 5,3 milijarde kuna. Povećana su izdvajanja za zdravstvo, plaće, mirovine, nezaposlene i sustav socijalne skrbi, za što je izdvojeno 8,6 milijarde kuna. Također je nastavljeno smanjivanje poreznog rasterećenja, kazao je Plenković.
"Dobro je da se nakon još pesimističnijih prognoza ipak očekuje pad BDP-a od 8 posto, što je manje nego smo prvotno planirali. Iduće godine očekujemo rast BDP-a za pet posto, 2022. od 3,4 posto i 2023. od 3,1 posto. Europska komisija prognozira za Hrvatsku iduće godine rast od 5,7 posto, što je pri samom vrhu u odnosu na druge članice", naglasio je.
Dodao je da su ukupni prihodi u 2021. planirani na razini 147,3 milijarde kuna, a rashodi na 157,9 milijardi kuna.
Za sanaciju šteta od potresa ukupno će biti na raspolaganju 2,4 milijarde kuna , te još 4,2 milijarde kuna 2022. uz dodate međunarodne izvore koje ćemo osigurati , najavio je.
Plenković je istaknuo kako žele pomoći onima koji su najpotrebitiji, roditeljima-njegovateljima, osobama s invaliditetom, osigurati nacionalnu naknadu za starije osobe, povećati prava za roditeljski dopust za zaposlene.
Izuzetno je važnim izdvojio da u 2021. godini ostanemo na manjku od tri posto, te najavio u godinama pred nama smanjivanje javnog duga .
"Cilj je u proračunu zaštiti najosjetljivije skupine i potaknuti poduzetnike i gospodarstvo”, zaključio je Plenković.
Ministar financija Zdravko Marić izvijestio je kako je jamstvena zaliha 300 milijuna kuna, a proračunska zaliha 100 milijuna kuna.
"Vezano za samo zaduženje, zakonom je utvrđeno kako se zaduženje na domaćem i inozemnom tržištu može provesti do ukupnog iznosa od 33,9 milijardi kuna", rekao je Marić.
Dodao je kako u trećem mjesecu dolazi redovno dospijeće jedne američke obveznice u iznosu od milijardu i pol dolara, a u sedmom mjesecu šest milijardi kuna na domaćem tržištu.
Karolina Vidović Krišto (DP) i Tomislav Tomašević (Možemo) upozorili su uoči rasprave da im je ostavljeno prekratko vrijeme za pripremu kvalitetne rasprave o tako važnom dokumentu kao što je proračun.
Prijedlog proračuna upućen je 30. listopada, dovoljno rano, ne sjećam se da je ikada tako rano upućen tekst i ako se niste uspjeli pripremiti za raspravu u 19 dana onda vjerojatno imate nekih problema, poručio im je predsjednik Sabora Gordan Jandroković.
Peđa Grbin (SDP) upitao je ima li Hrvatska plan B obzirom da se u velikoj mjeri oslanja na prihode iz EU-a, a Poljska i Mađarska najavljuju veto na proračun EU-a . Na isto upozorava i Anka Mrak Taritaš (GLAS).

Predsjednik Vlade Andrej Plenković ustvrdio je u četvrtak, predstavljajući Hrvatskom saboru prijedlog proračuna za 2021. godinu, da se njime Hrvatskoj osigurava gospodarski oporavak, a građanima i gospodarstvu i dalje pruža potpora.
"Proračun Hrvatskoj osigurava gospodarski oporavak u okolnosti posljedica pandemije covida-19. Cilj je da unatoč tome što je Hrvatska pretrpjela ekonomske i financijske posljedice i što je Zagreb pogodio potres i što se sve odrazilo na javne financije, da i dalje pružimo potporu građanima i gospodarstvu”, istaknuo je Plenković.
Podsjetio je pritom na dosad poduzete mjere za održanje zaposlenosti i gospodarske aktivnosti, istaknuvši da će se do kraja godine za očuvanje radinih mjesta potrošiti 8,1 milijardu kuna.
Osim toga, poreza i doprinosa djelomično ili potpuno oslobođena su različita društva, što je koštalo 5,3 milijarde kuna. Povećana su izdvajanja za zdravstvo, plaće, mirovine, nezaposlene i sustav socijalne skrbi, za što je izdvojeno 8,6 milijarde kuna. Također je nastavljeno smanjivanje poreznog rasterećenja, kazao je Plenković.
"Dobro je da se nakon još pesimističnijih prognoza ipak očekuje pad BDP-a od 8 posto, što je manje nego smo prvotno planirali. Iduće godine očekujemo rast BDP-a za pet posto, 2022. od 3,4 posto i 2023. od 3,1 posto. Europska komisija prognozira za Hrvatsku iduće godine rast od 5,7 posto, što je pri samom vrhu u odnosu na druge članice", naglasio je.
Dodao je da su ukupni prihodi u 2021. planirani na razini 147,3 milijarde kuna, a rashodi na 157,9 milijardi kuna.
Za sanaciju šteta od potresa ukupno će biti na raspolaganju 2,4 milijarde kuna , te još 4,2 milijarde kuna 2022. uz dodate međunarodne izvore koje ćemo osigurati , najavio je.
Plenković je istaknuo kako žele pomoći onima koji su najpotrebitiji, roditeljima-njegovateljima, osobama s invaliditetom, osigurati nacionalnu naknadu za starije osobe, povećati prava za roditeljski dopust za zaposlene.
Izuzetno je važnim izdvojio da u 2021. godini ostanemo na manjku od tri posto, te najavio u godinama pred nama smanjivanje javnog duga .
"Cilj je u proračunu zaštiti najosjetljivije skupine i potaknuti poduzetnike i gospodarstvo”, zaključio je Plenković.
Ministar financija Zdravko Marić izvijestio je kako je jamstvena zaliha 300 milijuna kuna, a proračunska zaliha 100 milijuna kuna.
"Vezano za samo zaduženje, zakonom je utvrđeno kako se zaduženje na domaćem i inozemnom tržištu može provesti do ukupnog iznosa od 33,9 milijardi kuna", rekao je Marić.
Dodao je kako u trećem mjesecu dolazi redovno dospijeće jedne američke obveznice u iznosu od milijardu i pol dolara, a u sedmom mjesecu šest milijardi kuna na domaćem tržištu.
Karolina Vidović Krišto (DP) i Tomislav Tomašević (Možemo) upozorili su uoči rasprave da im je ostavljeno prekratko vrijeme za pripremu kvalitetne rasprave o tako važnom dokumentu kao što je proračun.
Prijedlog proračuna upućen je 30. listopada, dovoljno rano, ne sjećam se da je ikada tako rano upućen tekst i ako se niste uspjeli pripremiti za raspravu u 19 dana onda vjerojatno imate nekih problema, poručio im je predsjednik Sabora Gordan Jandroković.
Peđa Grbin (SDP) upitao je ima li Hrvatska plan B obzirom da se u velikoj mjeri oslanja na prihode iz EU-a, a Poljska i Mađarska najavljuju veto na proračun EU-a . Na isto upozorava i Anka Mrak Taritaš (GLAS).
