Sviđa vam se pozdrav "Za dom spremni"? Među onima ste koji ga vole uzvikivati na ulicu, u kafiću, na koncertu? Ne vidite u njemu ništa sporno? Oprez, jer ubuduće biste za taj svoj hobi mogli platiti kaznu od vrtoglavih četiri tisuće eura!

Ministarstvo unutarnjih poslova pripremilo je izmjene Zakona o prekršajima protiv javnog reda i mira u kojima predlaže drakonske kazne, između ostalog, i za uzvikivanje pozdrava "Za dom spremni".

Do sada su te kazne bile niske. Kretale su se od 25 do 150 eura. Ako Sabor usvoji predložene izmjene, najniža kazna iznosila bi 700 eura. A najviša vrtoglavih četiri tisuće eura.

Furio Radin, član saborskog Odbora za ljudska prava i prava nacionalnih manjina, godinama je zagovarao snažniji angažman vlasti prema pozdravu nastalom u doba Nezavisne države Hrvatske. Danas pozdravlja povećanje kazni.

- To što bi se novčana kazna povećala i to drastično je jako dobro. Vidjet ćemo kako će se razvijati dalje situacija. Cilj nije da se ljudi kažnjavaju, nego da uzvikivanja toga pozdrava više nema – kaže nam u izjavi za Slobodnu Dalmaciju Radin. Puno će, upozorava on, ovisiti o primjeni.

- To je jako bitno. Najviše me boli kada vidim da i u Italiji ima takvih stvari, rimskih pozdrava, veličanja Mussolinija u Predappiu. I u Italiji su doneseni zakoni, ali se oni na žalost ne primjenjuju u svim situacijama. Zato je važan monitoring. Ako će monitoring pokazati da su visoke kazne dovele do smanjenja uzvikivanja tog pozdrava, onda su one dale rezultat – pojašnjava Radin.

I za kraj naglašava zašto je nužno pozdrav "Za dom spremni" staviti van zakona.

- Fašizam je zlo. Ustaštvo je fašizam. Fašizam u svojem statutu diskriminira ljude i nema razloga to veličati. Da ne bude zabune: smatram da ima i drugih ideologija koje završavaju na sličan način i slažem se da i njih svakako treba dobro monitorirati – zaključuje Radin.

Predsjednik Židovske općine Zagreb dr. Ognjen Kraus, koji je bio prilično kritičan prema dosadašnjem tretmanu ustaškog pozdrava, u ponedjeljak nije želio komentirati posljednji prijedlog MUP-a. Kraus se zalagao za uvrštavanje pozdrava "Za dom spremni" u Kazneni zakon RH, čime bi to postalo i kazneno djelo. Ne samo prekršaj protiv javnog reda i mira.

- Za sada nemam komentara – kratko nam je kazao Kraus.

MUP-ov prijedlog povećanja kazni očito je bio kompromis: "Za dom spremni" nije uvršten u Kazneni zakon, ali su kazne povećanje više od 20 puta. Uz to, treba uzeti u obzir da Hrvatska od 1. ožujka predsjeda IHRA-om, Međunarodnim savezom za sjećanje na Holokaust. I da su visoke kazne za pozdrav koji svoje korijenje vuče iz NDH važna gesta ostalim članicama ovoga saveza.

Pravaš Anto Đapić, nekada načelnik Glavnog stožera HOS-a, ne vjeruje da će Sabor usvojiti ovako visoke kazne.

Anto Đapić: Uvodi se verbalni delikt

- Ne vjerujem da će ostati tako radikalno rješenje. To je odmazda i uvođenje verbalnog delikta. Što znači, ako 300 ljudi zapjeva “Evo zore, evo dana”, da će policija svakog kazniti s četiri tisuće eura? Besmisleno je to tako drastično kažnjavati, kad istovremeno prekršajima nije obuhvaćena komunistička propaganda. Rezolucija Europskog vijeća jasno je osudila komunističke režime i to bi se trebalo jednako sankcionirati – upozorava Đapić.

Posebno ga, kaže, zanima hoće li se kazne za pozdrav ZDS odnositi i na znakovlje HOS-a, ili samo na onaj period koji se odnosi na Antu Pavelića i ustaški pokret.

- HOS nije ustaški pokret. Još 2002. godine sam rekao da je ustaška vojnica gubitnička vojska, a HOS pobjednička postrojba. Osobno sam išao u Yad Vašem pokloniti se žrtvama i te stvari ne treba izjednačavati – rezolutan je Đapić.

Predsjednik Saveza Udruga dragovoljaca HOS-a Borislav Barišić nije želio detaljnije komentirati prijedlog Ministarstva unutarnjih poslova. Tek napominje da je HOS-ov grb potpuno legalan i da on nije sporan.

- "Za dom spremni" na HOS-ovom grbu nema veze s NDH. I to je kraj priče. Mi smo se borili za ovu državu, i ne želimo veličati nijednu drugu. Druge nas ne zanimaju. Ovo je 2023. godina – zaključuje Barišić.

Sviđa vam se pozdrav "Za dom spremni"? Među onima ste koji ga vole uzvikivati na ulicu, u kafiću, na koncertu? Ne vidite u njemu ništa sporno? Oprez, jer ubuduće biste za taj svoj hobi mogli platiti kaznu od vrtoglavih četiri tisuće eura!

Ministarstvo unutarnjih poslova pripremilo je izmjene Zakona o prekršajima protiv javnog reda i mira u kojima predlaže drakonske kazne, između ostalog, i za uzvikivanje pozdrava "Za dom spremni".

Do sada su te kazne bile niske. Kretale su se od 25 do 150 eura. Ako Sabor usvoji predložene izmjene, najniža kazna iznosila bi 700 eura. A najviša vrtoglavih četiri tisuće eura.

Furio Radin, član saborskog Odbora za ljudska prava i prava nacionalnih manjina, godinama je zagovarao snažniji angažman vlasti prema pozdravu nastalom u doba Nezavisne države Hrvatske. Danas pozdravlja povećanje kazni.

- To što bi se novčana kazna povećala i to drastično je jako dobro. Vidjet ćemo kako će se razvijati dalje situacija. Cilj nije da se ljudi kažnjavaju, nego da uzvikivanja toga pozdrava više nema – kaže nam u izjavi za Slobodnu Dalmaciju Radin. Puno će, upozorava on, ovisiti o primjeni.

- To je jako bitno. Najviše me boli kada vidim da i u Italiji ima takvih stvari, rimskih pozdrava, veličanja Mussolinija u Predappiu. I u Italiji su doneseni zakoni, ali se oni na žalost ne primjenjuju u svim situacijama. Zato je važan monitoring. Ako će monitoring pokazati da su visoke kazne dovele do smanjenja uzvikivanja tog pozdrava, onda su one dale rezultat – pojašnjava Radin.

I za kraj naglašava zašto je nužno pozdrav "Za dom spremni" staviti van zakona.

- Fašizam je zlo. Ustaštvo je fašizam. Fašizam u svojem statutu diskriminira ljude i nema razloga to veličati. Da ne bude zabune: smatram da ima i drugih ideologija koje završavaju na sličan način i slažem se da i njih svakako treba dobro monitorirati – zaključuje Radin.

Predsjednik Židovske općine Zagreb dr. Ognjen Kraus, koji je bio prilično kritičan prema dosadašnjem tretmanu ustaškog pozdrava, u ponedjeljak nije želio komentirati posljednji prijedlog MUP-a. Kraus se zalagao za uvrštavanje pozdrava "Za dom spremni" u Kazneni zakon RH, čime bi to postalo i kazneno djelo. Ne samo prekršaj protiv javnog reda i mira.

- Za sada nemam komentara – kratko nam je kazao Kraus.

MUP-ov prijedlog povećanja kazni očito je bio kompromis: "Za dom spremni" nije uvršten u Kazneni zakon, ali su kazne povećanje više od 20 puta. Uz to, treba uzeti u obzir da Hrvatska od 1. ožujka predsjeda IHRA-om, Međunarodnim savezom za sjećanje na Holokaust. I da su visoke kazne za pozdrav koji svoje korijenje vuče iz NDH važna gesta ostalim članicama ovoga saveza.

Pravaš Anto Đapić, nekada načelnik Glavnog stožera HOS-a, ne vjeruje da će Sabor usvojiti ovako visoke kazne.

- Ne vjerujem da će ostati tako radikalno rješenje. To je odmazda i uvođenje verbalnog delikta. Što znači, ako 300 ljudi zapjeva “Evo zore, evo dana”, da će policija svakog kazniti s četiri tisuće eura? Besmisleno je to tako drastično kažnjavati, kad istovremeno prekršajima nije obuhvaćena komunistička propaganda. Rezolucija Europskog vijeća jasno je osudila komunističke režime i to bi se trebalo jednako sankcionirati – upozorava Đapić.

Posebno ga, kaže, zanima hoće li se kazne za pozdrav ZDS odnositi i na znakovlje HOS-a, ili samo na onaj period koji se odnosi na Antu Pavelića i ustaški pokret.

- HOS nije ustaški pokret. Još 2002. godine sam rekao da je ustaška vojnica gubitnička vojska, a HOS pobjednička postrojba. Osobno sam išao u Yad Vašem pokloniti se žrtvama i te stvari ne treba izjednačavati – rezolutan je Đapić.

Predsjednik Saveza Udruga dragovoljaca HOS-a Borislav Barišić nije želio detaljnije komentirati prijedlog Ministarstva unutarnjih poslova. Tek napominje da je HOS-ov grb potpuno legalan i da on nije sporan.

- "Za dom spremni" na HOS-ovom grbu nema veze s NDH. I to je kraj priče. Mi smo se borili za ovu državu, i ne želimo veličati nijednu drugu. Druge nas ne zanimaju. Ovo je 2023. godina – zaključuje Barišić.
