U zadnjih desetak godina u Hrvatskoj je bilo petnaestak referendumskih inicijativa, a pokrenuti referendum iz naroda, a ne iz Sabora, uspjelo je samo jednoj inicijativi iza koje je stajala konzervativna ikona Željka Markić i njezina tadašnja udruga „U ime obitelji“. Oni su 2013. godine za ustavnu definiciju braka kao zajednice muškarca i žene prikupili više od 760 tisuća potpisa. Uz gotovo dvotrećinsku podršku referendumskom pitanju u Ustav je unesena nova definicija braka.

Međutim, iako u svim ostalim slučajevima prikupljanja potpisa  nije došlo do održavanja referenduma bilo je niz inicijativa koje su i bez referenduma postigle svoj cilj. Posebno su u tome uspješne bile inicijative koje su pokretale dobro organizirane sindikalne središnjice. Sindikati bi s pravom mogli reći da, kada oni samostalno ili s organizacijama civilnog društva prikupljaju potpise, vlade 'skidaju gaće'. Sve njihove inicijative prikupile su daleko više od potrebnog minimuma koji je 360 tisuća potpisa.

Prije tri godine uspješno je prošla sindikalna inicijativa „67 je previše“ koja je bušila HDZ-ovu mirovinsku reformu nakon koje bi se radilo do 67 godine života. Prikupili su gotovo 750.000 potpisa. Referendum nije održan ali je Plenkovićeva Vlada odustala od podizanja starosne dobi za odlazak u penziju.

„Čuli smo poruku građana. To je glavna i ključna poruka“, ustvrdio je tada premijer Andrej Plenković, a Vlada je sindikalne zahtjeve pretvorila u svoj prijedlog izmjena mirovinskog zakona. Sindikati su zajedno s građanima čak četiri puta uspjeli spriječiti donošenje po njima loših zakonskih odredbi, iako se referendumi nisu održali.

U rujnu 2010. godine, tadašnja HDZ-ova vlada koju je vodila Jadranka Kosor također je pod pritiskom sindikata koji su prikupili preko 800 tisuća potpisa odustala od izmjena ZOR-a. Vlada Zorana Milanovića pak u lipnju 2014., odustala je od izdvajanja neosnovnih djelatnosti u javnom sektoru (outsourcinga), da bi godinu dana kasnije odustala i od monetizacije autocesti. U slučaju outsourcinga, sindikati su prikupili 547 tisuća valjanih potpisa. Ustavni sud je pitanje ocijenio neustavnim, ali je Milanović poslušao sindikate i odustao od outsourcinga.

Veliki broj potpisa (526 tisuća) prikupljen je za referendum o dvojezičnosti nakon što je tadašnja vlada Zorana Milanovića u Vukovaru počela postavljati table s ćiriličnim natpisima. Nije se održao jer je Ustavni sud zaključio da je pitanje neustavno.

Prvo prikupljanje potpisa za održavanje referenduma zbilo se  2007. godine kad se predlagao prekid suradnje s Haaškim sudom nakon presude Veselinu Šljivančaninu, Miroslavu Radiću i Mili Mrkšiću. U dva tjedna prikupljeno je 296.000 potpisa, referendum nije održan. Dvije godine kasnije zbog malog broja potpisa propala je referendumska inicijativa „More je kopno“, koja je zahtijevala odbacivanje arbitražnog sporazuma sa Slovenijom, kao i referendum o ulasku Hrvatske u NATO.

Dugo su se vukli repovi iza referendumske inicijative o ne pristupanju Istanbulskoj konvenciji te onoj koju je pokrenuo „Narod odlučuje“ o promjeni izbornog sustava. Inicijative su tvrdile da su prikupile više nego dovoljno potpisa, a iz Ministarstva uprave tumačili da je preko 40 tisuća neispravnih potpisa, među kojima je bilo ponovljenih potpisa, nepostojećih OIB-a, umrlih i nepunoljetnih, kao i potpisa osoba koje nisu hrvatski državljani. Podnesene su i tužbe Ustavnom sudu, koji ih je odbacio, a referendumi nisu održani.

Nije uspjela ni inicijativa 'Referendumski ustanak' koja je  2013. prikupljala potpise za četiri referendumska pitanja vezana uz poništenje pretvorbe i privatizacije, rasprodaje državne imovine, zabrani proizvodnje i prodaje GMO proizvoda te o ulasku u EU.

Mostova ‘stožerokracija‘

Gledajući po dosadašnjoj praksi, o tome hoće li proći aktualna inicijativa koju je pokrenuo Most, a koja do 18. prosinca prikuplja potpise za raspisivanje referenduma s dva pitanja kojima bi se ukinula "stožerokracija" i covid potvrde, odgovor sigurno nećemo saznati prije veljače iduće godine. Osim ako prikupe manje od 360.000 potpisa pa propadnu već u startu i bez Ustavnog suda.

Predsjednik Republike Zoran Milanović koji je po ovom pitanju prilično suglasan s Mostom, izjavio je kako neće potpisati referendumsku inicijativu jer on "nije tu da navija", a Vladi i HDZ-u je poručio da su se sami doveli u tu situaciju.

U zadnjih desetak godina u Hrvatskoj je bilo petnaestak referendumskih inicijativa, a pokrenuti referendum iz naroda, a ne iz Sabora, uspjelo je samo jednoj inicijativi iza koje je stajala konzervativna ikona Željka Markić i njezina tadašnja udruga „U ime obitelji“. Oni su 2013. godine za ustavnu definiciju braka kao zajednice muškarca i žene prikupili više od 760 tisuća potpisa. Uz gotovo dvotrećinsku podršku referendumskom pitanju u Ustav je unesena nova definicija braka.

Međutim, iako u svim ostalim slučajevima prikupljanja potpisa  nije došlo do održavanja referenduma bilo je niz inicijativa koje su i bez referenduma postigle svoj cilj. Posebno su u tome uspješne bile inicijative koje su pokretale dobro organizirane sindikalne središnjice. Sindikati bi s pravom mogli reći da, kada oni samostalno ili s organizacijama civilnog društva prikupljaju potpise, vlade 'skidaju gaće'. Sve njihove inicijative prikupile su daleko više od potrebnog minimuma koji je 360 tisuća potpisa.

Prije tri godine uspješno je prošla sindikalna inicijativa „67 je previše“ koja je bušila HDZ-ovu mirovinsku reformu nakon koje bi se radilo do 67 godine života. Prikupili su gotovo 750.000 potpisa. Referendum nije održan ali je Plenkovićeva Vlada odustala od podizanja starosne dobi za odlazak u penziju.

„Čuli smo poruku građana. To je glavna i ključna poruka“, ustvrdio je tada premijer Andrej Plenković, a Vlada je sindikalne zahtjeve pretvorila u svoj prijedlog izmjena mirovinskog zakona. Sindikati su zajedno s građanima čak četiri puta uspjeli spriječiti donošenje po njima loših zakonskih odredbi, iako se referendumi nisu održali.

U rujnu 2010. godine, tadašnja HDZ-ova vlada koju je vodila Jadranka Kosor također je pod pritiskom sindikata koji su prikupili preko 800 tisuća potpisa odustala od izmjena ZOR-a. Vlada Zorana Milanovića pak u lipnju 2014., odustala je od izdvajanja neosnovnih djelatnosti u javnom sektoru (outsourcinga), da bi godinu dana kasnije odustala i od monetizacije autocesti. U slučaju outsourcinga, sindikati su prikupili 547 tisuća valjanih potpisa. Ustavni sud je pitanje ocijenio neustavnim, ali je Milanović poslušao sindikate i odustao od outsourcinga.

Veliki broj potpisa (526 tisuća) prikupljen je za referendum o dvojezičnosti nakon što je tadašnja vlada Zorana Milanovića u Vukovaru počela postavljati table s ćiriličnim natpisima. Nije se održao jer je Ustavni sud zaključio da je pitanje neustavno.

Prvo prikupljanje potpisa za održavanje referenduma zbilo se  2007. godine kad se predlagao prekid suradnje s Haaškim sudom nakon presude Veselinu Šljivančaninu, Miroslavu Radiću i Mili Mrkšiću. U dva tjedna prikupljeno je 296.000 potpisa, referendum nije održan. Dvije godine kasnije zbog malog broja potpisa propala je referendumska inicijativa „More je kopno“, koja je zahtijevala odbacivanje arbitražnog sporazuma sa Slovenijom, kao i referendum o ulasku Hrvatske u NATO.

Dugo su se vukli repovi iza referendumske inicijative o ne pristupanju Istanbulskoj konvenciji te onoj koju je pokrenuo „Narod odlučuje“ o promjeni izbornog sustava. Inicijative su tvrdile da su prikupile više nego dovoljno potpisa, a iz Ministarstva uprave tumačili da je preko 40 tisuća neispravnih potpisa, među kojima je bilo ponovljenih potpisa, nepostojećih OIB-a, umrlih i nepunoljetnih, kao i potpisa osoba koje nisu hrvatski državljani. Podnesene su i tužbe Ustavnom sudu, koji ih je odbacio, a referendumi nisu održani.

Nije uspjela ni inicijativa 'Referendumski ustanak' koja je  2013. prikupljala potpise za četiri referendumska pitanja vezana uz poništenje pretvorbe i privatizacije, rasprodaje državne imovine, zabrani proizvodnje i prodaje GMO proizvoda te o ulasku u EU.

Mostova ‘stožerokracija‘

Gledajući po dosadašnjoj praksi, o tome hoće li proći aktualna inicijativa koju je pokrenuo Most, a koja do 18. prosinca prikuplja potpise za raspisivanje referenduma s dva pitanja kojima bi se ukinula "stožerokracija" i covid potvrde, odgovor sigurno nećemo saznati prije veljače iduće godine. Osim ako prikupe manje od 360.000 potpisa pa propadnu već u startu i bez Ustavnog suda.

Predsjednik Republike Zoran Milanović koji je po ovom pitanju prilično suglasan s Mostom, izjavio je kako neće potpisati referendumsku inicijativu jer on "nije tu da navija", a Vladi i HDZ-u je poručio da su se sami doveli u tu situaciju.
