Vraća li se heroin na velika vrata na ulično tržište? Pitanje je to koje svako toliko izbije u prvi plan, pogotovo na područjima koja su bila doslovno poharana "dopom", kao Split i okolica tijekom 90-ih.

Odgovor smo potražili u policijskoj statistici, uspoređujući podatke unatrag više godina.

Krenimo od ove godine, kada je na području PU splitsko- dalmatinske tijekom prva četiri mjeseca ostvareno 13 zapljena heroina, u kojim je nađena ukupna količina od 156,20 grama droge heroin. U tom vremenskom razdoblju je podneseno šest kaznenih prijava zbog kaznenog djela neovlaštena proizvodnja i promet drogama vezano za drogu heroin. U istom razdoblju prošle godine podneseno je sedam kaznenih prijava zbog iste droge heroina.

- Za heroin je specifično da se u pravilu miješa s punilima i to najčešće s paracetamolom i kofeinom radi dobivanja na masi. Zadnjih godina heroin je sve kvalitetniji, pa je s udjela od 5 do 10 posto u masi u razdoblju od 2011. godine došao na 15 do 20 posto čistoće u ponudi na ulici. S druge strane, bez obzira na povećanu kvalitetu, cijena mu je ostala ista. Prema procjenama ponuda, heroina je unatrag desetak godina na istoj razini, nema porasta broja ovisnika - kažu nam iz splitske policije.

Policijski službenici su na području ove PU proveli čitav niz kriminalističkih istraživanja koja su rezultirala zapljenama značajnih količina droge, suzbijanjem krijumčarskih lanaca te procesuiranjem skupina i pojedinaca koji su nositelji kriminaliteta droga.

Povećan broj zapljena

- Sve to zasigurno utječe na suzbijanje ponude i potražnje droga. Zadnjih desetak godina povećana je ponuda određenih vrsta droga, prvenstveno kokaina i amfetamina, a što je rezultat povećane ponude na tržištima u okruženju i šire. Što se tiče zaplijenjene pojedine količine droge u određenoj godini, konkretan porast se može dovesti u svezu s provođenjem određenih kriminalističkih istraživanja čija su provođenja, zavisno od situacije, rezultirala zapljenom većih količina pojedine vrste droge.

Isto tako, samo povećanje broja zapljena ne znači nužno da se povećao broj krajnjih konzumenata droga već je to rezultat sustavnog i pojačanog rada po navedenoj problematici i predanosti ostvarenju zadanih ciljeva - tvrde iz splitske policije.

Na području PU Splitsko – dalmatinske tijekom 2022. godine ostvarene su 54 zapljene heroina, u kojoj je zaplijenjena ukupna količina od 2108,73 grama. Tijekom iste godine podnesene su 22 kaznene prijave zbog preprodaje heroina.

Godinu ranije zaplijenjen je 8,1 kilogram iste droge, a tijekom 2020. godine ukupno 3,1 kg. Tijekom 2019. godine nađeno je 9,1 kg heroina, a 2018. godine 2,7 kilogram.

Globalni trend

Uočljivo je kako su na splitskom području prije pet godina zaplijenjene veće količine heroina. Time smo se "uklopili" u globalni trend povećanja ponude heroina koji je bio primjetan od 2018. godine na europskom području. Upravo stoga je u navedenom razdoblju veći broj kriminalističkih istraživanja bio okončan zapljenama "žutoga".

U tim slučajevima se nije radilo o prekinutim krijumčarskim lancima narkotika koji su bili u tranzitu, već se radilo o ciljanim zapljenama droge koja je bila namijenjena baš za ovo tržište. Tijekom uobičajenog operativnog rada, policija uličnom redukcijom sprječava stvaranje otvorenih narko-scena, mjesta gdje se okupljaju prodavači droge.

Ujedno su nadzorom uličnih zbivanja dolazili do podataka kao što je dostupnost, cijena i čistoća droge. Kako se tada prepoznao trend porasta ponude heroina, pravovremenim djelovanjem se spriječilo njegovo rasplamsavanje. Isto tako je i, kada govorimo o konzumiranju kokaina, situacija simultana kod nas i na europskom tržištu.

Nikakva politika

Kako je tržište Europe suprotno od američkog, kod nas je još uvijek tržište nezasićeno i cijena je viša nego u SAD. Za kokain je zabilježeno povećanje ponude u zadnjih 10 do 20 godina, također u skladu s europskim kretanjima. Na to je utjecala liberalizacija graničnog prometa, te turistička i pomorska orijentiranost.

Veliki dio kokaina u EU dovoze pripadnici Balkanskog kartela u kojem su Crnogorci, Srbi i Hrvati. Hrvatska nije na toj krijumčarskoj ruti već kokain dolazi u Nizozemsku i Španjolsku te odatle kod nas. Kako se sustavnim radom policije dolazi do pozitivnih promjena, najbolje pokazuje podatak da je Splitsko-dalmatinska županija po broju liječenih ovisnika iza većine dalmatinskih i primorskih županija.

Međutim, u Hrvatskoj je realan problem nikakva penalna politika jer se za dilanje droge prečesto dobivaju uvjetne ili niske zatvorske kazne. Sankcije su bliže minimumu, čak i u slučajevima kada se radi o ponavljačima.

Vraća li se heroin na velika vrata na ulično tržište? Pitanje je to koje svako toliko izbije u prvi plan, pogotovo na područjima koja su bila doslovno poharana "dopom", kao Split i okolica tijekom 90-ih.

Odgovor smo potražili u policijskoj statistici, uspoređujući podatke unatrag više godina.

Krenimo od ove godine, kada je na području PU splitsko- dalmatinske tijekom prva četiri mjeseca ostvareno 13 zapljena heroina, u kojim je nađena ukupna količina od 156,20 grama droge heroin. U tom vremenskom razdoblju je podneseno šest kaznenih prijava zbog kaznenog djela neovlaštena proizvodnja i promet drogama vezano za drogu heroin. U istom razdoblju prošle godine podneseno je sedam kaznenih prijava zbog iste droge heroina.

- Za heroin je specifično da se u pravilu miješa s punilima i to najčešće s paracetamolom i kofeinom radi dobivanja na masi. Zadnjih godina heroin je sve kvalitetniji, pa je s udjela od 5 do 10 posto u masi u razdoblju od 2011. godine došao na 15 do 20 posto čistoće u ponudi na ulici. S druge strane, bez obzira na povećanu kvalitetu, cijena mu je ostala ista. Prema procjenama ponuda, heroina je unatrag desetak godina na istoj razini, nema porasta broja ovisnika - kažu nam iz splitske policije.

Policijski službenici su na području ove PU proveli čitav niz kriminalističkih istraživanja koja su rezultirala zapljenama značajnih količina droge, suzbijanjem krijumčarskih lanaca te procesuiranjem skupina i pojedinaca koji su nositelji kriminaliteta droga.

Povećan broj zapljena

- Sve to zasigurno utječe na suzbijanje ponude i potražnje droga. Zadnjih desetak godina povećana je ponuda određenih vrsta droga, prvenstveno kokaina i amfetamina, a što je rezultat povećane ponude na tržištima u okruženju i šire. Što se tiče zaplijenjene pojedine količine droge u određenoj godini, konkretan porast se može dovesti u svezu s provođenjem određenih kriminalističkih istraživanja čija su provođenja, zavisno od situacije, rezultirala zapljenom većih količina pojedine vrste droge.

Isto tako, samo povećanje broja zapljena ne znači nužno da se povećao broj krajnjih konzumenata droga već je to rezultat sustavnog i pojačanog rada po navedenoj problematici i predanosti ostvarenju zadanih ciljeva - tvrde iz splitske policije.

Na području PU Splitsko – dalmatinske tijekom 2022. godine ostvarene su 54 zapljene heroina, u kojoj je zaplijenjena ukupna količina od 2108,73 grama. Tijekom iste godine podnesene su 22 kaznene prijave zbog preprodaje heroina.

Godinu ranije zaplijenjen je 8,1 kilogram iste droge, a tijekom 2020. godine ukupno 3,1 kg. Tijekom 2019. godine nađeno je 9,1 kg heroina, a 2018. godine 2,7 kilogram.

Globalni trend

Uočljivo je kako su na splitskom području prije pet godina zaplijenjene veće količine heroina. Time smo se "uklopili" u globalni trend povećanja ponude heroina koji je bio primjetan od 2018. godine na europskom području. Upravo stoga je u navedenom razdoblju veći broj kriminalističkih istraživanja bio okončan zapljenama "žutoga".

U tim slučajevima se nije radilo o prekinutim krijumčarskim lancima narkotika koji su bili u tranzitu, već se radilo o ciljanim zapljenama droge koja je bila namijenjena baš za ovo tržište. Tijekom uobičajenog operativnog rada, policija uličnom redukcijom sprječava stvaranje otvorenih narko-scena, mjesta gdje se okupljaju prodavači droge.

Ujedno su nadzorom uličnih zbivanja dolazili do podataka kao što je dostupnost, cijena i čistoća droge. Kako se tada prepoznao trend porasta ponude heroina, pravovremenim djelovanjem se spriječilo njegovo rasplamsavanje. Isto tako je i, kada govorimo o konzumiranju kokaina, situacija simultana kod nas i na europskom tržištu.

Nikakva politika

Kako je tržište Europe suprotno od američkog, kod nas je još uvijek tržište nezasićeno i cijena je viša nego u SAD. Za kokain je zabilježeno povećanje ponude u zadnjih 10 do 20 godina, također u skladu s europskim kretanjima. Na to je utjecala liberalizacija graničnog prometa, te turistička i pomorska orijentiranost.

Veliki dio kokaina u EU dovoze pripadnici Balkanskog kartela u kojem su Crnogorci, Srbi i Hrvati. Hrvatska nije na toj krijumčarskoj ruti već kokain dolazi u Nizozemsku i Španjolsku te odatle kod nas. Kako se sustavnim radom policije dolazi do pozitivnih promjena, najbolje pokazuje podatak da je Splitsko-dalmatinska županija po broju liječenih ovisnika iza većine dalmatinskih i primorskih županija.

Međutim, u Hrvatskoj je realan problem nikakva penalna politika jer se za dilanje droge prečesto dobivaju uvjetne ili niske zatvorske kazne. Sankcije su bliže minimumu, čak i u slučajevima kada se radi o ponavljačima.
