Izbori su pred vratima, a da ćemo dogodine na birališta, zna i proračun jer je za iduću godinu potrošnja narasla 32,6 milijardi eura, što je 3,4 milijarde eura više u odnosu na ovu, ili gotovo za 10 milijardi eura je deblja potrošnja od preklanjskih ukupnih rashoda.

Vlada se u materijalima kojima predstavlja proračun za iduću godinu hvali da je od 2016. do danas udvostručila izdvajanja za zaposlene u javnim i državnim službama, koja su porasla s 3,4 milijarde eura na 6,9 milijardi eura u idućoj godini, a taj rast može zahvaliti novom Zakonu o plaćama, ali i činjenici da od iduće godine osnivačka prava općih bolnica sa županija i Grada Zagreba prelaze na državu.

Dobitnik rasta proračunske potrošnje je i mirovinski sustav, za koji će se dogodine potrošiti 8,4 milijarde eura. Iz Vlade ističu da su u proteklih osam godina prosječne mirovine podignuli s 333 na 508 eura, ali u toj svoti proračunske potrošnje nisu samo troškovi zbog povećanja mirovina stečenih uplatama mirovinskih doprinosa iz rada, nego i sva ostala davanja, od jednokratnih novčanih pomoći za ublažavanje rasta cijena, mirovina hrvatskih branitelja, obiteljskih i invalidskih mirovina, do ostalih izdvajanja za mirovinsku sigurnost.

Rashodi državnog proračuna za iduću, 2024. godinu predviđeni su na 32,6 milijardi eura, što je 9,4 milijarde iznad potrošnje iz pretprošle godine, kada su se sve potrebe namirile s 23,2 milijarde eura.

Ovogodišnjih 29,3 milijarde eura rashoda je u odnosu na godinu prije više za 26 posto, a dogodine će potrošnja porasti u odnosu na ovu godinu za 11 posto. Za one koji se pitaju odakle novac za takvu potrošnju, nema straha, BDP raste i rast će i dogodine za 2,8 posto, a inflacija nije svima naudila.

Štoviše, proračun se ove godine lijepo punio, a i dogodine će. U ovoj, tekućoj godini, sjest će mu 27,7 milijardi eura ukupnih prihoda, što je čak 21,5 posto ili 4,9 milijardi više nego prošle godine. Dogodine će ti ukupni prihodi narasti 826 milijuna eura ili tri posto, na 28,5 milijardi eura. U samo dvije godine ukupni prihodi proračuna narast će 5,7 milijardi eura.

Dogodine se od poreza planira ubrati 16 milijardi eura, a od doprinosa 4,6 milijardi eura. Kad se sve sabere, proračunski manjak bi u idućoj godini trebao iznositi 1,53 milijarde eura, ili 1,9 posto BDP-a.

U ovoj godini od poreza će stići proračunu 15,5 milijardi eura, što je 19 posto ili 2,5 milijardi eura više nego lani, kada je država ubrala 12,9 milijardi eura poreznih prihoda. Iduće godine u odnosu na ovu porezni će prihodi proračuna narasti na 16 milijardi eura.

Podsjetimo da je PDV najznačajniji prihod državnog proračuna i da ga je država obarala kako bi pomogla najugroženijim građanima, no činjenica je da to obaranje poreznog pritiska nije smanjilo cijene koje su rasle, a s njima i PDV koji se obračunava na cijenu proizvoda i samim tim inflacija je dodatno punila proračun usprkos nižim poreznim stopama.

– On prepoznaje potrebe i gospodarstva i građana i sadrži one bitne političke ciljeve i prioritete koje želimo ostvariti – rekao je premijer Andrej Plenković za proračun za iduću godinu, osmi koji je sastavila Vlada kojoj je na čelu.

Dodao je i da je proračun socijalno osjetljiv i odražava načelo društvene solidarnosti i nastavlja biti uporište za provedbu paketa pomoći građanima i gospodarstvu, za povećanja plaća, za isplate mirovina i za druga socijalna davanja te položaj najranjivijih skupina u hrvatskom društvu jer uključuje i inkluzivni dodatak i doplatak za djecu, kao i daljnja porezna rasterećenja za rast plaća.

U ŠTO IDU RASHODI

– 1,8 milijardi eura za socijalnu sigurnost; povećanje socijalnih naknada i dječjeg doplatka, objedinjavanje naknada i proširenje kruga korisnika

– 1,2 milijarde eura za obrazovanje, znanost i istraživanje: uvođenje jednosmjenske nastave, fiskalna održivost vrtića, nastavak projekata besplatnih udžbenika, prehrane i prijevoza za učenike osnovnih i srednjih škola

– 2,5 milijardi eura za zdravstvo: iduće godine počinju projekti hitne helikopterske službe, mobilne ljekarne, mobilne ambulante i uvođenje sustava jedinične terapije u 40 hrvatskih bolnica

– 3,2 milijarde eura za gospodarstvo i poslovno okruženje: nastavak energetskih mjera u prvom kvartalu iduće godine, povećanje kapaciteta LNG terminala i jačanje plinske infrastrukture s četiri plinovoda, jačanje korištenja obnovljivih izvora energije u prometu i toplinarstvu, potpore za kompenzaciju rasta troškova u stočarskoj i biljnoj proizvodnji, potpore u ribarstvu i akvakulturi, razvoj održivog turizma...

Izbori su pred vratima, a da ćemo dogodine na birališta, zna i proračun jer je za iduću godinu potrošnja narasla 32,6 milijardi eura, što je 3,4 milijarde eura više u odnosu na ovu, ili gotovo za 10 milijardi eura je deblja potrošnja od preklanjskih ukupnih rashoda.

Vlada se u materijalima kojima predstavlja proračun za iduću godinu hvali da je od 2016. do danas udvostručila izdvajanja za zaposlene u javnim i državnim službama, koja su porasla s 3,4 milijarde eura na 6,9 milijardi eura u idućoj godini, a taj rast može zahvaliti novom Zakonu o plaćama, ali i činjenici da od iduće godine osnivačka prava općih bolnica sa županija i Grada Zagreba prelaze na državu.

Dobitnik rasta proračunske potrošnje je i mirovinski sustav, za koji će se dogodine potrošiti 8,4 milijarde eura. Iz Vlade ističu da su u proteklih osam godina prosječne mirovine podignuli s 333 na 508 eura, ali u toj svoti proračunske potrošnje nisu samo troškovi zbog povećanja mirovina stečenih uplatama mirovinskih doprinosa iz rada, nego i sva ostala davanja, od jednokratnih novčanih pomoći za ublažavanje rasta cijena, mirovina hrvatskih branitelja, obiteljskih i invalidskih mirovina, do ostalih izdvajanja za mirovinsku sigurnost.

Rashodi državnog proračuna za iduću, 2024. godinu predviđeni su na 32,6 milijardi eura, što je 9,4 milijarde iznad potrošnje iz pretprošle godine, kada su se sve potrebe namirile s 23,2 milijarde eura.

Ovogodišnjih 29,3 milijarde eura rashoda je u odnosu na godinu prije više za 26 posto, a dogodine će potrošnja porasti u odnosu na ovu godinu za 11 posto. Za one koji se pitaju odakle novac za takvu potrošnju, nema straha, BDP raste i rast će i dogodine za 2,8 posto, a inflacija nije svima naudila.

Štoviše, proračun se ove godine lijepo punio, a i dogodine će. U ovoj, tekućoj godini, sjest će mu 27,7 milijardi eura ukupnih prihoda, što je čak 21,5 posto ili 4,9 milijardi više nego prošle godine. Dogodine će ti ukupni prihodi narasti 826 milijuna eura ili tri posto, na 28,5 milijardi eura. U samo dvije godine ukupni prihodi proračuna narast će 5,7 milijardi eura.

Dogodine se od poreza planira ubrati 16 milijardi eura, a od doprinosa 4,6 milijardi eura. Kad se sve sabere, proračunski manjak bi u idućoj godini trebao iznositi 1,53 milijarde eura, ili 1,9 posto BDP-a.

U ovoj godini od poreza će stići proračunu 15,5 milijardi eura, što je 19 posto ili 2,5 milijardi eura više nego lani, kada je država ubrala 12,9 milijardi eura poreznih prihoda. Iduće godine u odnosu na ovu porezni će prihodi proračuna narasti na 16 milijardi eura.

Podsjetimo da je PDV najznačajniji prihod državnog proračuna i da ga je država obarala kako bi pomogla najugroženijim građanima, no činjenica je da to obaranje poreznog pritiska nije smanjilo cijene koje su rasle, a s njima i PDV koji se obračunava na cijenu proizvoda i samim tim inflacija je dodatno punila proračun usprkos nižim poreznim stopama.

– On prepoznaje potrebe i gospodarstva i građana i sadrži one bitne političke ciljeve i prioritete koje želimo ostvariti – rekao je premijer Andrej Plenković za proračun za iduću godinu, osmi koji je sastavila Vlada kojoj je na čelu.

Dodao je i da je proračun socijalno osjetljiv i odražava načelo društvene solidarnosti i nastavlja biti uporište za provedbu paketa pomoći građanima i gospodarstvu, za povećanja plaća, za isplate mirovina i za druga socijalna davanja te položaj najranjivijih skupina u hrvatskom društvu jer uključuje i inkluzivni dodatak i doplatak za djecu, kao i daljnja porezna rasterećenja za rast plaća.

U ŠTO IDU RASHODI

– 1,8 milijardi eura za socijalnu sigurnost; povećanje socijalnih naknada i dječjeg doplatka, objedinjavanje naknada i proširenje kruga korisnika

– 1,2 milijarde eura za obrazovanje, znanost i istraživanje: uvođenje jednosmjenske nastave, fiskalna održivost vrtića, nastavak projekata besplatnih udžbenika, prehrane i prijevoza za učenike osnovnih i srednjih škola

– 2,5 milijardi eura za zdravstvo: iduće godine počinju projekti hitne helikopterske službe, mobilne ljekarne, mobilne ambulante i uvođenje sustava jedinične terapije u 40 hrvatskih bolnica

– 3,2 milijarde eura za gospodarstvo i poslovno okruženje: nastavak energetskih mjera u prvom kvartalu iduće godine, povećanje kapaciteta LNG terminala i jačanje plinske infrastrukture s četiri plinovoda, jačanje korištenja obnovljivih izvora energije u prometu i toplinarstvu, potpore za kompenzaciju rasta troškova u stočarskoj i biljnoj proizvodnji, potpore u ribarstvu i akvakulturi, razvoj održivog turizma...
