Hrvatska udruga banaka (HUB) razmatra uvođenje moratorija na otplatu kredita tvrtkama i građanima, uz formiranje državne jamstvene sheme, kazao je novinarima Zdenko Adrović, direktor HUB-a, dodajući da je to izvorno prijedlog talijanskih banaka.

Prema prijedlogu, država bi pomogala bankama koje će produljivati ili odgađati naplatu kredita tvrtkama i stanovništvu koji su pogođeni zbog smanjenja ili prestanka poslovanja usljed epidemije koronavirusa.

- Dakle, suština se sastoji u tome da bi banke bile u situaciji odgoditi na jedno vrijeme, od šest do 12 mjeseci, otplatu takvih kredita, a da ne moraju formirati nove rezervacije jer bi takav plasman bio pokrivren državnom garancijom, ustvrdio Adrović na brifingu za medije.

HUP je još prije tjedan dana javno pozvao Vladu da hitno sazove sastanak kako bi se usuglasile provedbe mjera kojima će se očuvati radna mjesta.

Spuštanje lopte

Doduše, Marić “spušta loptu na teren”, kazao nam je kako se radi o sastanku “na temu utjecaja koronavirusa na gospodarstvo”. Dakle, ministar financija očigledno će biti tvrd pregovarač kad su u pitanju stimulativne mjere za gospodarstvo i radna mjesta zbog virusa. Odnosno, nastojat će zaštititi državni proračun od povećanja deficita koliko bude moguće.

Davor Majetić, glavni direktor HUP-a, tim nam je povodom kazao kako je hrvatsko gospodarstvo značajno izloženo uvozu, te da je velik broj poduzetnika u prerađivačkoj industriji uključen u dobavne lance s više subjekata i zemalja.

– Zbog kašnjenja ili obustave isporuka repromaterijala, odnosno dijelova, raste vjerojatnost da će neki poduzetnici biti prisiljeni prekidati proizvodnju, a za diversifikaciju dobavljača i logističkih operacija nužno je duže vrijeme. Po uzoru na dobru praksu Italije i uvažavajući obuhvat postojećih mjera aktivne politike zapošljavanja HZZ-a, predlažemo da se kreiraju nove, interventne mjere za očuvanje radnih mjesta – rekao nam je Majetić, dodajući da je HUP već predložio isplaćivanje potpora za skraćivanje radnog vremena, kao razmjerni dio iznosa plaće za broj radnih sati za koje je radniku skraćeno radno vrijeme.

Jednako tako, HUP traži i da država financira 80 posto iznosa plaće radnika “na čekanju”, kao što je to slučaj u Italiji, tijekom trajanja krize.

Predlažu da se u proračunu rezerviraju dostatna sredstva radi očuvanja radnih mjesta kod poslodavaca kod kojih je došlo do privremenog pada poslovnih aktivnosti zbog virusa.

Majetić napominje kako Vlada treba imati scenarij A, B i C u odnosu na duljinu i dubinu krize, s tim da bi onaj najgori scenarij – koji podrazumijeva krizu i ljeti – morao sadržavati odgodu plaćanja kredita ili poreznih obveza za one turističke djelatnike, hotele i iznajmljivače koji su investirali ili unaprijed dogovorili aranžmane i kupnje i trpjet će financijske štete zbog nerealizacije tih ugovora.

– Na primjer, rent-a-car tvrtke naručile su flote automobila za sezonu, pa ako se kriza produži, za njih bi se moglo dogovoriti odgodu plaćanja carine i poreza – rekao nam je Majetić.

Blaži kriteriji za subvencije


Europska komisija najavila je da razmišlja o ublažavanju kriterija za državne subvencije poduzećima u teškoćama, kao i makroekonomskih kriterija vezanih uz manjak državnog proračuna i javni dug.

Francuska i Italija traže od svojih banaka da privatnim i pravnim osobama omoguće odgodu plaćanja kredita, a od Europske središnje banke da ublaži standarde koji se odnose na bilančno tretiranje loših, teško naplativih kredita.

Europska središnja banka za sada ne gleda blagonaklono na takvu mjeru, jer je veliki broj banaka, posebno talijanskih u lošem stanju.

Hrvatska udruga banaka (HUB) razmatra uvođenje moratorija na otplatu kredita tvrtkama i građanima, uz formiranje državne jamstvene sheme, kazao je novinarima Zdenko Adrović, direktor HUB-a, dodajući da je to izvorno prijedlog talijanskih banaka.

Prema prijedlogu, država bi pomogala bankama koje će produljivati ili odgađati naplatu kredita tvrtkama i stanovništvu koji su pogođeni zbog smanjenja ili prestanka poslovanja usljed epidemije koronavirusa.

- Dakle, suština se sastoji u tome da bi banke bile u situaciji odgoditi na jedno vrijeme, od šest do 12 mjeseci, otplatu takvih kredita, a da ne moraju formirati nove rezervacije jer bi takav plasman bio pokrivren državnom garancijom, ustvrdio Adrović na brifingu za medije.

HUP je još prije tjedan dana javno pozvao Vladu da hitno sazove sastanak kako bi se usuglasile provedbe mjera kojima će se očuvati radna mjesta.

Spuštanje lopte

Doduše, Marić “spušta loptu na teren”, kazao nam je kako se radi o sastanku “na temu utjecaja koronavirusa na gospodarstvo”. Dakle, ministar financija očigledno će biti tvrd pregovarač kad su u pitanju stimulativne mjere za gospodarstvo i radna mjesta zbog virusa. Odnosno, nastojat će zaštititi državni proračun od povećanja deficita koliko bude moguće.

Davor Majetić, glavni direktor HUP-a, tim nam je povodom kazao kako je hrvatsko gospodarstvo značajno izloženo uvozu, te da je velik broj poduzetnika u prerađivačkoj industriji uključen u dobavne lance s više subjekata i zemalja.

– Zbog kašnjenja ili obustave isporuka repromaterijala, odnosno dijelova, raste vjerojatnost da će neki poduzetnici biti prisiljeni prekidati proizvodnju, a za diversifikaciju dobavljača i logističkih operacija nužno je duže vrijeme. Po uzoru na dobru praksu Italije i uvažavajući obuhvat postojećih mjera aktivne politike zapošljavanja HZZ-a, predlažemo da se kreiraju nove, interventne mjere za očuvanje radnih mjesta – rekao nam je Majetić, dodajući da je HUP već predložio isplaćivanje potpora za skraćivanje radnog vremena, kao razmjerni dio iznosa plaće za broj radnih sati za koje je radniku skraćeno radno vrijeme.

Jednako tako, HUP traži i da država financira 80 posto iznosa plaće radnika “na čekanju”, kao što je to slučaj u Italiji, tijekom trajanja krize.

Predlažu da se u proračunu rezerviraju dostatna sredstva radi očuvanja radnih mjesta kod poslodavaca kod kojih je došlo do privremenog pada poslovnih aktivnosti zbog virusa.

Majetić napominje kako Vlada treba imati scenarij A, B i C u odnosu na duljinu i dubinu krize, s tim da bi onaj najgori scenarij – koji podrazumijeva krizu i ljeti – morao sadržavati odgodu plaćanja kredita ili poreznih obveza za one turističke djelatnike, hotele i iznajmljivače koji su investirali ili unaprijed dogovorili aranžmane i kupnje i trpjet će financijske štete zbog nerealizacije tih ugovora.

– Na primjer, rent-a-car tvrtke naručile su flote automobila za sezonu, pa ako se kriza produži, za njih bi se moglo dogovoriti odgodu plaćanja carine i poreza – rekao nam je Majetić.

Blaži kriteriji za subvencije


Europska komisija najavila je da razmišlja o ublažavanju kriterija za državne subvencije poduzećima u teškoćama, kao i makroekonomskih kriterija vezanih uz manjak državnog proračuna i javni dug.

Francuska i Italija traže od svojih banaka da privatnim i pravnim osobama omoguće odgodu plaćanja kredita, a od Europske središnje banke da ublaži standarde koji se odnose na bilančno tretiranje loših, teško naplativih kredita.

Europska središnja banka za sada ne gleda blagonaklono na takvu mjeru, jer je veliki broj banaka, posebno talijanskih u lošem stanju.

Hrvatske banke poput talijanskih: spremne su odgoditi povrat kredita tvrtkama i građanima

Hrvatska udruga banaka (HUB) razmatra uvođenje moratorija na otplatu kredita tvrtkama i građanima, uz formiranje državne jamstvene sheme, kazao je novinarima Zdenko Adrović, direktor HUB-a, dodajući da je to izvorno prijedlog talijanskih banaka.

Prema prijedlogu, država bi pomogala bankama koje će produljivati ili odgađati naplatu kredita tvrtkama i stanovništvu koji su pogođeni zbog smanjenja ili prestanka poslovanja usljed epidemije koronavirusa.

- Dakle, suština se sastoji u tome da bi banke bile u situaciji odgoditi na jedno vrijeme, od šest do 12 mjeseci, otplatu takvih kredita, a da ne moraju formirati nove rezervacije jer bi takav plasman bio pokrivren državnom garancijom, ustvrdio Adrović na brifingu za medije.

HUP je još prije tjedan dana javno pozvao Vladu da hitno ...
