Jedna od točaka dnevnog reda posljednje sjednice ovoga Gradskog vijeća jest davanje suglasnosti za dugoročno zaduženje "Split parkingu".

Izglasaju li to vijećnici, Grad Split dao bi suglasnost "Split parkingu" za kredit od 60 milijuna kuna kod OTP banke.

Rok otplate kredita je 10 godina, a ukupan trošak kamate je 2,7 milijuna kuna. Poček na kredit je godinu dana, a ponuda banke vrijedi do 30. travnja.

Namjena dugoročnoga kredita je izgradnja natkrivenih parkirališta na Lokvama u Stepinčevoj i u Dobrilinoj ulici, za koja su dobivene građevinske dozvole.

Kredit bi se koristio i za opremanje i privođenje svrsi natkrivenih parkirališta u Vrančićevoj, Ostravskoj, Krležinoj i Tijerdovićevoj ulici. Također, upotrijebio bi se i za sanaciju javnih garaža na Zagorskom putu (Ulica Jakova Gotovca 4a) i u Smiljanićevoj ulici, za koje su izrađeni izvedbeni građevinski projekti.

Kredit će vraćati 'Split parking'

U zahtjevu za davanjem suglasnosti, koji je Gradu podnio direktor Marko Bartulić, navodi se kako je "instrument osiguranja kredita: obična zadužnica društva 'Split parking' u iznosu uvećanom za kamatu, ovjerena kod javnog bilježnika".

Hoće li Grad morati snositi troškove ako ova gradska tvrtka zapadne u nevolje za nekoliko godina pa bude imala problema s otplatom kredita? U materijalima za Gradsko vijeće napominje se da Grad Split ne daje jamstvo za navedeno dugoročno zaduženje.

– "Split parking" je završio 2021. godinu s dobiti pa sukladno tomu dugoročno zaduženje iz ovog Zaključka nema financijski utjecaj niti financijske obveze za vlasnika društva – Grada Splita – stoji u dokumentaciji koju je sastavio Upravni odjel za komunalno gospodarstvo, redarstvo i mjesnu samoupravu.

Direktor Bartulić kaže kako je riječ o projektima koji traju šest godina, za koje sada postoji povoljna prilika da se krene u realizaciju. Međutim, što će biti ako ta gradska tvrtka ne bude mogla plaćati dugoročni kredit od 60 milijuna kuna OTP banci? Tko preuzima obvezu? – upitali smo ga.

Marko Bartulić: 'Banke ne vjeruju da nećemo vraćati kredit'

– Banka je poslovanje "Split parkinga" procijenila takvim da je odobrena kamata od 0,82 posto te je kredit za izgradnju i sanaciju javnih garaža odobren bez potrebe za jamstvom Grada. U hipotetskom slučaju, da "Split parking" ne bude mogao izvršavati svoje obveze, banka bi blokirala račun za dospjela potraživanja.

U takvom scenariju postoje alati, primjerice reprogramiranje kredita. Dosadašnje i trenutačno poslovanje, kao i sve projekcije koje imamo a koje su bile sastavni dio dokumentacije za javni poziv, ukazuju da je ovakav scenarij izrazito neizgledan, a i sami uvjeti koje smo postigli ovim javnim pozivom pokazuju da ni banke ne vjeruju u takav ishod – objašnjava Bartulić.

'Vijećnici dužni dati suglasnost'

Po njegovu mišljenju, sadašnji trenutak je povoljan da se sklopi ugovor o dugoročnom kreditu jer uvjeti zaduživanja neće biti isti za šest mjeseci.

– Ako ne dođe do suglasnosti, poništava se javni poziv za financiranje, kao i javne nabave za izvođača na garažama Lokve i Dobrilina, koji su provedeni u studenomu 2021. godine. Već danas znamo da bi novi natječaj za izvođača sigurno značio znatno višu ponudu za izvođenje radova, a predviđanja kretanja na tržištu kapitala pokazuju kako je izvjesno očekivati i rast kamata u odnosu na dobivenu.

Iz navedenog je vidljivo da će, osim značajnog produljenja roka završetka garaža, odgoda i raspisivanje novih poziva i nabava poskupiti izgradnju spomenutih garaža za više milijuna kuna – predviđa prvi čovjek "Split parkinga".

Međutim, doznajemo kako se Odbor za financije Gradskog vijeća negativno očitovao oko ovoga kredita. No njegovo mišljenje nije obvezujuće.

Predsjednik Gradskog vijeća Jakov Prkić smatra da Vijeće može odlučivati o davanju suglasnosti za zaduživanje "Split parkingu" u tako velikom iznosu čak i u vrijeme dok umjesto gradonačelnika funkciju obavlja Vladina povjerenica za Split Mirna Veža.

– Riječ je o tvrtki kojoj je Grad osnivač, Gradsko vijeće je dužno dati suglasnost za zaduživanje. Kredit će se upotrijebiti za gradnju i poboljšanje natkrivenih parkirališta i sanaciju garaža. Vladina povjerenica ne preuzima na sebe odgovornost, već Gradsko vijeće, koje odlučuje o iznosima većim od milijun kuna.

Ako bi se doista dogodilo da "Split parking" zapadne u probleme s poslovanjem, kredit bi se naplaćivao iz njihove imovine. Ako to ne bi pomoglo, onda bi oni vjerojatno dolazili s molbama da Grad pokrije njihove dugove, kao što je to bilo s nekim gradskim tvrtkama do sada. No, u ovom trenutku nemamo razloga vjerovati da će tako biti jer ova tvrtka pozitivno posluje – smatra Prkić.

Jedna od točaka dnevnog reda posljednje sjednice ovoga Gradskog vijeća jest davanje suglasnosti za dugoročno zaduženje "Split parkingu".

Izglasaju li to vijećnici, Grad Split dao bi suglasnost "Split parkingu" za kredit od 60 milijuna kuna kod OTP banke.

Rok otplate kredita je 10 godina, a ukupan trošak kamate je 2,7 milijuna kuna. Poček na kredit je godinu dana, a ponuda banke vrijedi do 30. travnja.

Namjena dugoročnoga kredita je izgradnja natkrivenih parkirališta na Lokvama u Stepinčevoj i u Dobrilinoj ulici, za koja su dobivene građevinske dozvole.

Kredit bi se koristio i za opremanje i privođenje svrsi natkrivenih parkirališta u Vrančićevoj, Ostravskoj, Krležinoj i Tijerdovićevoj ulici. Također, upotrijebio bi se i za sanaciju javnih garaža na Zagorskom putu (Ulica Jakova Gotovca 4a) i u Smiljanićevoj ulici, za koje su izrađeni izvedbeni građevinski projekti.

Kredit će vraćati 'Split parking'

U zahtjevu za davanjem suglasnosti, koji je Gradu podnio direktor Marko Bartulić, navodi se kako je "instrument osiguranja kredita: obična zadužnica društva 'Split parking' u iznosu uvećanom za kamatu, ovjerena kod javnog bilježnika".

Hoće li Grad morati snositi troškove ako ova gradska tvrtka zapadne u nevolje za nekoliko godina pa bude imala problema s otplatom kredita? U materijalima za Gradsko vijeće napominje se da Grad Split ne daje jamstvo za navedeno dugoročno zaduženje.

– "Split parking" je završio 2021. godinu s dobiti pa sukladno tomu dugoročno zaduženje iz ovog Zaključka nema financijski utjecaj niti financijske obveze za vlasnika društva – Grada Splita – stoji u dokumentaciji koju je sastavio Upravni odjel za komunalno gospodarstvo, redarstvo i mjesnu samoupravu.

Direktor Bartulić kaže kako je riječ o projektima koji traju šest godina, za koje sada postoji povoljna prilika da se krene u realizaciju. Međutim, što će biti ako ta gradska tvrtka ne bude mogla plaćati dugoročni kredit od 60 milijuna kuna OTP banci? Tko preuzima obvezu? – upitali smo ga.

– Banka je poslovanje "Split parkinga" procijenila takvim da je odobrena kamata od 0,82 posto te je kredit za izgradnju i sanaciju javnih garaža odobren bez potrebe za jamstvom Grada. U hipotetskom slučaju, da "Split parking" ne bude mogao izvršavati svoje obveze, banka bi blokirala račun za dospjela potraživanja.

U takvom scenariju postoje alati, primjerice reprogramiranje kredita. Dosadašnje i trenutačno poslovanje, kao i sve projekcije koje imamo a koje su bile sastavni dio dokumentacije za javni poziv, ukazuju da je ovakav scenarij izrazito neizgledan, a i sami uvjeti koje smo postigli ovim javnim pozivom pokazuju da ni banke ne vjeruju u takav ishod – objašnjava Bartulić.

'Vijećnici dužni dati suglasnost'

Po njegovu mišljenju, sadašnji trenutak je povoljan da se sklopi ugovor o dugoročnom kreditu jer uvjeti zaduživanja neće biti isti za šest mjeseci.

– Ako ne dođe do suglasnosti, poništava se javni poziv za financiranje, kao i javne nabave za izvođača na garažama Lokve i Dobrilina, koji su provedeni u studenomu 2021. godine. Već danas znamo da bi novi natječaj za izvođača sigurno značio znatno višu ponudu za izvođenje radova, a predviđanja kretanja na tržištu kapitala pokazuju kako je izvjesno očekivati i rast kamata u odnosu na dobivenu.

Iz navedenog je vidljivo da će, osim značajnog produljenja roka završetka garaža, odgoda i raspisivanje novih poziva i nabava poskupiti izgradnju spomenutih garaža za više milijuna kuna – predviđa prvi čovjek "Split parkinga".

Međutim, doznajemo kako se Odbor za financije Gradskog vijeća negativno očitovao oko ovoga kredita. No njegovo mišljenje nije obvezujuće.

Predsjednik Gradskog vijeća Jakov Prkić smatra da Vijeće može odlučivati o davanju suglasnosti za zaduživanje "Split parkingu" u tako velikom iznosu čak i u vrijeme dok umjesto gradonačelnika funkciju obavlja Vladina povjerenica za Split Mirna Veža.

– Riječ je o tvrtki kojoj je Grad osnivač, Gradsko vijeće je dužno dati suglasnost za zaduživanje. Kredit će se upotrijebiti za gradnju i poboljšanje natkrivenih parkirališta i sanaciju garaža. Vladina povjerenica ne preuzima na sebe odgovornost, već Gradsko vijeće, koje odlučuje o iznosima većim od milijun kuna.

Ako bi se doista dogodilo da "Split parking" zapadne u probleme s poslovanjem, kredit bi se naplaćivao iz njihove imovine. Ako to ne bi pomoglo, onda bi oni vjerojatno dolazili s molbama da Grad pokrije njihove dugove, kao što je to bilo s nekim gradskim tvrtkama do sada. No, u ovom trenutku nemamo razloga vjerovati da će tako biti jer ova tvrtka pozitivno posluje – smatra Prkić.
