Prije nekoliko dana objavili smo tekst o tome da je upitna gradnja naselja na Korešnici od 1145 stanova za branitelje, POS-ovih stanova i za obitelji mladih znanstvenika. Naime, zemljište je još u državnom vlasništvu jer Grad od 2018. nije dostavio Ministarstvu prostornog uređenja, gradnje i državne imovine Program stambenog zbrinjavanja, niti je platio da se to područje izdvoji iz šumskogospodarskog područja. Također, bit će potrebno dosta uložiti u infrastrukturu, škola nije predviđena planom za Korešnicu, a planirana prometnica i oborinska odvodnja u smjeru TTTS-a nisu u sadašnjem prostornom planu.

Nakon 17 dana dobili smo odgovore na pitanja koja smo poslali Uredu Grada, a odgovorio je pročelnik Upravnog odjela za urbanizam i izgradnju Teo Vojković.

Naša pitanja i Vojkovićeve odgovore u cijelosti objavljujemo, s time da je zanimljivo napomenuti kako smo prvi put dobili procjenu kad bi projekt naselja na Korešnici mogao biti realiziran. Po mišljenju Tea Vojkovića, to bi bilo tek za sedam godina! I to nakon što bude riješeno pitanje izvora financiranja projekta.

Zbrinjavanje branitelja

S obzirom na to da je gradonačelnik u više navrata spominjao POS na Korešnici, zašto do sada Grad nije nadležnom Ministarstvu dostavio program stambenog zbrinjavanja i zašto nije platio naknadu za izdvajanje iz šumskogospodarskog područja kako bi se ostvario Zaključak Vlade RH od svibnja 2018. da će darovati dijelove nekretnina 913 i 917/2 k.o. Žrnovnica "u svrhu stambene izgradnje po sistemu poticane stanogradnje, za zbrinjavanje hrvatskih branitelja iz Domovinskog rata, za mlade obitelji, za predstavnike sveučilišne zajednice i sl."?

Sve aktivnosti koje prethode realizaciji projekta Korešnica mogu se podijeliti u dvije faze. Prva faza je u tijeku i uskoro će biti završena usvajanjem Urbanističkog plana uređenja Korešnica 2. Taj planski dokument bit će podloga za izradu projektne dokumentacije i pripadajuće troškovnike, i pravne dogovore svih zainteresiranih strana. Koncept vođenja aktivnosti za realizaciju druge faze je poznat, a u idućim mjesecima bit će ga potrebno detaljno raspraviti između budućih dionika ovog složenog projekta.

Na tribini u Žrnovnici, održanoj u organizaciji udruge "Žrvanj", rečeno je od predstavnika Grada da se neće ništa započeti prije nego što se dovede infrastruktura, ali neke od cesta koje su tom prilikom spomenute nisu u sadašnjem GUP-u, već su sastavni dio izmjena i dopuna GUP-a. Hoće li za dovođenje novih pristupnih cesta biti potrebno izmijeniti UPU Korešnica 2, jer je prijedlog plana koji je prošao javnu raspravu "naslonjen" na postojeću cestovnu infrastrukturu?

Kada je riječ o cestovnoj infrastrukturi buduće naselje bit će povezano novom prometnicom s gradom Splitom, koja je predmet izmjena Prostornog plana koje su u tijeku (Korešnica je izvan područja GUP-a), a postojeće cestovne trase bit će rekonstruirane kako bi se zadovoljile suvremene potrebe, stoga neće biti potrebno mijenjati UPU Korešnica 2 zbog "naslonjenosti" na postojeću cestovnu infrastrukturu.

Hoće li se UPU za Korešnicu 2 u idućim fazama dopunjavati zbog škole za koju se zalaže gradonačelnik, a koja nije predviđena kao dio društvenih sadržaja prijedlogom UPU-a koji je prošao javnu raspravu? Naime, na javom uvidu arhitekt Hrvoje Njirić je rekao da se u sadašnji UPU ne može naknadno ubaciti škola.

Pitanje pozicioniranja osnovne škole na traženje gradonačelnika bila je prva tema koja je razmotrena na samom početku izrade UPU-a. S obzirom na to da taj zahvat u sadržajnom smislu predstavlja značajnu dodanu vrijednost, i to ne samo za područje novoga gradskog kvarta, već za cijelu Žrnovnicu, planirana planska izmjena bit će realizirana kada se terminskim planom ovog složenog projekta definira najprikladniji termin za tu aktivnost.

Ukoliko infrastruktura prethodi gradnji stambenih i društvenih sadržaja na Korešnici 2, zbog novih će prometnica trebati rješavati otkupe zemljišta, odnosno imovinsko-pravna pitanja, prikupljati ponude za izradu projektne dokumentacije te javnu nabavu za izvođenje radova, ako je, kako kaže Njirić, "cijeli obuhvat jedan dulji vremenski period koji kreće s infrastrukturom" – do kada bi 1145 stambenih jedinica na Korešnici trebalo biti realizirano?

Realizacija poboljšanja i izgradnje infrastrukturne za Žrnovnicu, a samim time i Korešnice, uistinu spada u red najsloženijih i najskupljih zahvata u novije vrijeme na području grada Splita. Svi znamo da je osnovna pretpostavka za realizaciju svakog projekta rješavanje izvora financiranja, i kada to pitanje bude riješeno, smatramo da je primjeren rok za realizaciju ovog projekta sedam godina.

Planirana je fazna realizacija u pet faza, od kojih bi prva mogla biti završena tri godine nakon usvajanja UPU-a – procjenjuje pročelnik Teo Vojković.

Prije nekoliko dana objavili smo tekst o tome da je upitna gradnja naselja na Korešnici od 1145 stanova za branitelje, POS-ovih stanova i za obitelji mladih znanstvenika. Naime, zemljište je još u državnom vlasništvu jer Grad od 2018. nije dostavio Ministarstvu prostornog uređenja, gradnje i državne imovine Program stambenog zbrinjavanja, niti je platio da se to područje izdvoji iz šumskogospodarskog područja. Također, bit će potrebno dosta uložiti u infrastrukturu, škola nije predviđena planom za Korešnicu, a planirana prometnica i oborinska odvodnja u smjeru TTTS-a nisu u sadašnjem prostornom planu.

Nakon 17 dana dobili smo odgovore na pitanja koja smo poslali Uredu Grada, a odgovorio je pročelnik Upravnog odjela za urbanizam i izgradnju Teo Vojković.

Naša pitanja i Vojkovićeve odgovore u cijelosti objavljujemo, s time da je zanimljivo napomenuti kako smo prvi put dobili procjenu kad bi projekt naselja na Korešnici mogao biti realiziran. Po mišljenju Tea Vojkovića, to bi bilo tek za sedam godina! I to nakon što bude riješeno pitanje izvora financiranja projekta.

Zbrinjavanje branitelja

S obzirom na to da je gradonačelnik u više navrata spominjao POS na Korešnici, zašto do sada Grad nije nadležnom Ministarstvu dostavio program stambenog zbrinjavanja i zašto nije platio naknadu za izdvajanje iz šumskogospodarskog područja kako bi se ostvario Zaključak Vlade RH od svibnja 2018. da će darovati dijelove nekretnina 913 i 917/2 k.o. Žrnovnica "u svrhu stambene izgradnje po sistemu poticane stanogradnje, za zbrinjavanje hrvatskih branitelja iz Domovinskog rata, za mlade obitelji, za predstavnike sveučilišne zajednice i sl."?

Sve aktivnosti koje prethode realizaciji projekta Korešnica mogu se podijeliti u dvije faze. Prva faza je u tijeku i uskoro će biti završena usvajanjem Urbanističkog plana uređenja Korešnica 2. Taj planski dokument bit će podloga za izradu projektne dokumentacije i pripadajuće troškovnike, i pravne dogovore svih zainteresiranih strana. Koncept vođenja aktivnosti za realizaciju druge faze je poznat, a u idućim mjesecima bit će ga potrebno detaljno raspraviti između budućih dionika ovog složenog projekta.

Na tribini u Žrnovnici, održanoj u organizaciji udruge "Žrvanj", rečeno je od predstavnika Grada da se neće ništa započeti prije nego što se dovede infrastruktura, ali neke od cesta koje su tom prilikom spomenute nisu u sadašnjem GUP-u, već su sastavni dio izmjena i dopuna GUP-a. Hoće li za dovođenje novih pristupnih cesta biti potrebno izmijeniti UPU Korešnica 2, jer je prijedlog plana koji je prošao javnu raspravu "naslonjen" na postojeću cestovnu infrastrukturu?

Kada je riječ o cestovnoj infrastrukturi buduće naselje bit će povezano novom prometnicom s gradom Splitom, koja je predmet izmjena Prostornog plana koje su u tijeku (Korešnica je izvan područja GUP-a), a postojeće cestovne trase bit će rekonstruirane kako bi se zadovoljile suvremene potrebe, stoga neće biti potrebno mijenjati UPU Korešnica 2 zbog "naslonjenosti" na postojeću cestovnu infrastrukturu.

Hoće li se UPU za Korešnicu 2 u idućim fazama dopunjavati zbog škole za koju se zalaže gradonačelnik, a koja nije predviđena kao dio društvenih sadržaja prijedlogom UPU-a koji je prošao javnu raspravu? Naime, na javom uvidu arhitekt Hrvoje Njirić je rekao da se u sadašnji UPU ne može naknadno ubaciti škola.

Pitanje pozicioniranja osnovne škole na traženje gradonačelnika bila je prva tema koja je razmotrena na samom početku izrade UPU-a. S obzirom na to da taj zahvat u sadržajnom smislu predstavlja značajnu dodanu vrijednost, i to ne samo za područje novoga gradskog kvarta, već za cijelu Žrnovnicu, planirana planska izmjena bit će realizirana kada se terminskim planom ovog složenog projekta definira najprikladniji termin za tu aktivnost.

Ukoliko infrastruktura prethodi gradnji stambenih i društvenih sadržaja na Korešnici 2, zbog novih će prometnica trebati rješavati otkupe zemljišta, odnosno imovinsko-pravna pitanja, prikupljati ponude za izradu projektne dokumentacije te javnu nabavu za izvođenje radova, ako je, kako kaže Njirić, "cijeli obuhvat jedan dulji vremenski period koji kreće s infrastrukturom" – do kada bi 1145 stambenih jedinica na Korešnici trebalo biti realizirano?

Realizacija poboljšanja i izgradnje infrastrukturne za Žrnovnicu, a samim time i Korešnice, uistinu spada u red najsloženijih i najskupljih zahvata u novije vrijeme na području grada Splita. Svi znamo da je osnovna pretpostavka za realizaciju svakog projekta rješavanje izvora financiranja, i kada to pitanje bude riješeno, smatramo da je primjeren rok za realizaciju ovog projekta sedam godina.

Planirana je fazna realizacija u pet faza, od kojih bi prva mogla biti završena tri godine nakon usvajanja UPU-a – procjenjuje pročelnik Teo Vojković.
