Godinama grintamo kad Grad odbije iskoristiti pravo prvokupa za vrijedne nekretnine, posebno kad je riječ o neprocjenjivim komadima povijesne baštine, a jedan od najdrastičnijih primjera je arheološko nalazište Ad basilicas pictas na Manušu, materijalni dokaz da je Split nastao barem dvjesto godine prije negoli je Dioklecijan izgradio palaču, a nad kojim je upravo zbog nezainteresiranosti Banovine za prvokup (ali i Županije i države, koje imaju isto pravo) niknula privatna zgrada. Tek ćemo vidjeti koliko je vlasnik imao smisla za propisanu "prezentaciju" bogate arheologije u podzemlju.

Sličnih je slučajeva bilo puno, a sada je na Gradskom vijeću konačno donesena ispravna odluka da se kupi stan na Peristilu, na prvom katu palače Skočibučić-Lukaris za nevjerojatno povoljnu cijenu. I opet ne valja.

Ispalo je kako je gradonačelnik odlučio, a Gradsko vijeće pristalo, kupiti stan u privatnom vlasništvu koji prije toga gradski službenici nisu vidjeli. Doduše, da bilo tko od nas ima mogućnost kupiti stan od 120 kvadrata na Peristilu, u palači iz 15. stoljeća – koja je nedavno potpuno sanirana i obnovljena – za samo 500 tisuća eura, vjerujem da ga ne bi bilo briga u kakvom je stanju! Upola manji stanovi na manje atraktivnim lokacijama u centru Splita prodaju se za dvostruko veću cijenu!

Istini za volju, ispalo je vrlo nezgrapno, što je izazvalo reakciju vijećnika oporbe (jer Centrovi glasaju poput automata). Bio je red vijećnicima ipak predočiti o kolikoj je kvadraturi riječ, zbog čega je potreba uzeti prostor.

Frka oko lošeg stanja stana doista nije potrebna, ne kupuje se to zbog smještaja inkubatora za bebe, nego zbog potrebe da Grad u vlasništvu ima prevrijednu nekretninu, pa makar bila i ruševina.

K tome u dijelu palače je Muzej sakralne umjetnosti u kojem je smješteno neprocjenjivo blago splitske katedrale, koje ne prezentira samo crkvenu, nego i nacionalnu povijest. Taj dio zgrade je državni.

No ponovno se pokazalo kako Puljak ne zna komunicirati na neki suvremeni, europejski način: kako ne zna objasniti građanima zbog čega bi trebali u svom kvartu primiti preskontejnere pa ovi iziđu na ulice, ili zašto se zatvara promet na tzv. Varoškom trokutu, tako je i s vijećnicima, koji su opet predstavnici građana i trebali bi znati u kakvu se investiciju upuštamo.

Uskočio je tu šef konzervatora Radoslav Bužančić s osebujnim objašnjenjem, onako kako samo on to zna: "Palača je bila u vlasništvu obitelji Lukaris, što se u hrvatskom prevodi kao Srića, u vlasništvu znamenitog splitskog humanista Petra Sriće, koji je financirao izdavanje Marulićeve ‘Judite‘. Predmetna je nekretnina vrijedna i smatramo da bi je Grad trebao otkupiti, tim više što ove godine obilježavamo 500. obljetnicu njegove smrti." Hop-cup preko Judite, Marulića Marka i Sriće Petra, Grad je doživio nevjerojatnu sriću da kupi palaču "od Sriće".

Puljak je objasnio da će se na taj način okrupniti čitava zgrada između Grada Splita i Republike Hrvatske, a da će se stan "vrlo vjerojatno upotrijebiti u nekakve kulturne svrhe". Kakve? O tom potom, Grad već ima dva kata i šufit, a još ne zna što će s njima.

Vijećnike je ponajviše iritirao zamjenik gradonačelnika Bojan Ivošević, koji je pojasnio kako o nekretnini nema detaljnih podataka jer vlasnica nije dužna pustiti gradske službe u stan. Koji se kupuje proračunskim sredstvima.

Ako se Ivošević ispravno izrazio, onda je stvarno problem u Zakonu o zaštiti i očuvanju kulturnih dobara koji bi gradu, županiji ili državi omogućavao pravo prvokupa, ali – na neviđeno! Naime, grad, županije ili država imaju pravo samo primiti na znanje informaciju o prodaji. I odlučiti hoće li ili neće uzeti.

Trgovački instinkt

Bijes vijećnika onda nije trebao biti usmjeren na glasnika Ivoševića, nego je valjalo provjeriti je li ova suluda odredba istinita! Tko išta kupuje na neviđeno? No opravdanje kako je riječ, ponovit ćemo, o prevrijednoj nekretnini i da se ovakvom prvoklasnom konju ne gleda u zube, u ovom slučaju vrijedi. Ivošević je tu pokazao zavidni trgovački instinkt. Županija i država nisu ni trznule.

Da je koji slučajem cijena bila dva ili tri puta viša, što na ovoj lokaciji ne bi bilo nikakvo čudo, situacija bi se okrenula sasvim drugačije i Gradu bi možda bilo previše platiti ono što jedan privatnik, recimo ugostitelj ili hotelijer, može iskeširati bez problema.

Iz naše perspektive izgleda nemoguće kako bi u tom slučaju i zbog takve jedinstvene nekretnine takujine ujedinili Grad, Županija i država pa zajednički otkupili taj prostor. Ova trojka ima mogućnost prvokupa i takva mogućnost trebala bi biti normalna u iznimnim prilikama poput ove. Građanima je svejedno jer pune sve tri kese. Šteta što to još nismo uspjeli doživjeti. Uspije li ova kupoprodaja, bez obzira na okolnosti Split će imati – što bi konzervator Bužančić rekao – veliku Sriću!

Godinama grintamo kad Grad odbije iskoristiti pravo prvokupa za vrijedne nekretnine, posebno kad je riječ o neprocjenjivim komadima povijesne baštine, a jedan od najdrastičnijih primjera je arheološko nalazište Ad basilicas pictas na Manušu, materijalni dokaz da je Split nastao barem dvjesto godine prije negoli je Dioklecijan izgradio palaču, a nad kojim je upravo zbog nezainteresiranosti Banovine za prvokup (ali i Županije i države, koje imaju isto pravo) niknula privatna zgrada. Tek ćemo vidjeti koliko je vlasnik imao smisla za propisanu "prezentaciju" bogate arheologije u podzemlju.

Sličnih je slučajeva bilo puno, a sada je na Gradskom vijeću konačno donesena ispravna odluka da se kupi stan na Peristilu, na prvom katu palače Skočibučić-Lukaris za nevjerojatno povoljnu cijenu. I opet ne valja.

Ispalo je kako je gradonačelnik odlučio, a Gradsko vijeće pristalo, kupiti stan u privatnom vlasništvu koji prije toga gradski službenici nisu vidjeli. Doduše, da bilo tko od nas ima mogućnost kupiti stan od 120 kvadrata na Peristilu, u palači iz 15. stoljeća – koja je nedavno potpuno sanirana i obnovljena – za samo 500 tisuća eura, vjerujem da ga ne bi bilo briga u kakvom je stanju! Upola manji stanovi na manje atraktivnim lokacijama u centru Splita prodaju se za dvostruko veću cijenu!

Istini za volju, ispalo je vrlo nezgrapno, što je izazvalo reakciju vijećnika oporbe (jer Centrovi glasaju poput automata). Bio je red vijećnicima ipak predočiti o kolikoj je kvadraturi riječ, zbog čega je potreba uzeti prostor.

Frka oko lošeg stanja stana doista nije potrebna, ne kupuje se to zbog smještaja inkubatora za bebe, nego zbog potrebe da Grad u vlasništvu ima prevrijednu nekretninu, pa makar bila i ruševina.

K tome u dijelu palače je Muzej sakralne umjetnosti u kojem je smješteno neprocjenjivo blago splitske katedrale, koje ne prezentira samo crkvenu, nego i nacionalnu povijest. Taj dio zgrade je državni.

No ponovno se pokazalo kako Puljak ne zna komunicirati na neki suvremeni, europejski način: kako ne zna objasniti građanima zbog čega bi trebali u svom kvartu primiti preskontejnere pa ovi iziđu na ulice, ili zašto se zatvara promet na tzv. Varoškom trokutu, tako je i s vijećnicima, koji su opet predstavnici građana i trebali bi znati u kakvu se investiciju upuštamo.

Uskočio je tu šef konzervatora Radoslav Bužančić s osebujnim objašnjenjem, onako kako samo on to zna: "Palača je bila u vlasništvu obitelji Lukaris, što se u hrvatskom prevodi kao Srića, u vlasništvu znamenitog splitskog humanista Petra Sriće, koji je financirao izdavanje Marulićeve ‘Judite‘. Predmetna je nekretnina vrijedna i smatramo da bi je Grad trebao otkupiti, tim više što ove godine obilježavamo 500. obljetnicu njegove smrti." Hop-cup preko Judite, Marulića Marka i Sriće Petra, Grad je doživio nevjerojatnu sriću da kupi palaču "od Sriće".

Puljak je objasnio da će se na taj način okrupniti čitava zgrada između Grada Splita i Republike Hrvatske, a da će se stan "vrlo vjerojatno upotrijebiti u nekakve kulturne svrhe". Kakve? O tom potom, Grad već ima dva kata i šufit, a još ne zna što će s njima.

Vijećnike je ponajviše iritirao zamjenik gradonačelnika Bojan Ivošević, koji je pojasnio kako o nekretnini nema detaljnih podataka jer vlasnica nije dužna pustiti gradske službe u stan. Koji se kupuje proračunskim sredstvima.

Ako se Ivošević ispravno izrazio, onda je stvarno problem u Zakonu o zaštiti i očuvanju kulturnih dobara koji bi gradu, županiji ili državi omogućavao pravo prvokupa, ali – na neviđeno! Naime, grad, županije ili država imaju pravo samo primiti na znanje informaciju o prodaji. I odlučiti hoće li ili neće uzeti.

Trgovački instinkt

Bijes vijećnika onda nije trebao biti usmjeren na glasnika Ivoševića, nego je valjalo provjeriti je li ova suluda odredba istinita! Tko išta kupuje na neviđeno? No opravdanje kako je riječ, ponovit ćemo, o prevrijednoj nekretnini i da se ovakvom prvoklasnom konju ne gleda u zube, u ovom slučaju vrijedi. Ivošević je tu pokazao zavidni trgovački instinkt. Županija i država nisu ni trznule.

Da je koji slučajem cijena bila dva ili tri puta viša, što na ovoj lokaciji ne bi bilo nikakvo čudo, situacija bi se okrenula sasvim drugačije i Gradu bi možda bilo previše platiti ono što jedan privatnik, recimo ugostitelj ili hotelijer, može iskeširati bez problema.

Iz naše perspektive izgleda nemoguće kako bi u tom slučaju i zbog takve jedinstvene nekretnine takujine ujedinili Grad, Županija i država pa zajednički otkupili taj prostor. Ova trojka ima mogućnost prvokupa i takva mogućnost trebala bi biti normalna u iznimnim prilikama poput ove. Građanima je svejedno jer pune sve tri kese. Šteta što to još nismo uspjeli doživjeti. Uspije li ova kupoprodaja, bez obzira na okolnosti Split će imati – što bi konzervator Bužančić rekao – veliku Sriću!
