Ministarstvo poljoprivrede jedno je od tri ministarstva na čiji je rad u 2020. Državni ured za reviziju imao zamjerke, pa je dobilo uvjetno mišljenje za financijske izvještaje i usklađenost poslovanja.

Kad je riječ o ovom posljednjem, zamjera mu se da nije pravodobno štitilo svoja prava u povratu sredstava iz Operativnog programa za pomorstvo i ribarstvo od 2014. do 2020.

Ministarstvo je od 2019. do 2020. od fizičkih i pravnih osoba zatražilo povrat potpore od 3, 4 milijuna kuna u okviru mjere Trajni prestanak ribolovnih aktivnosti, no korisnici nisu vratili sredstva u roku niti su ga obavijestili o obročnoj otplati duga pa nisu zaključene izvansudske nagodbe kojima bi se odredili rokovi i uvjeti povrata.

Ministarstvo nije pokrenulo postupak zaštite svojih prava sudskim putem, zbog pandemije je u svibnju 2021. donijelo Odluku o odgodi naplate povrata na godinu dana.

Od ukupnih potraživanja krajem 2020. u iznosu od 2, 1 milijarde kuna dospjela su iznosila oko 176 milijuna kuna, od čega 5, 4 milijuna od korisnika Operativnog programa.

Državna revizija Ministarstvu zamjera i što nije donijelo pravilnik koji uređuje načine ostvarivanja prava i korištenja sredstava naknade za općekorisne funkcije šuma (OKFŠ). trebalo ga je donijeti do kolovoza 2019., no nije donijet do provedbe revizije.

Nije ustrojen registar evidencije ugovora i naplate za raspolaganje državnim zemljištem

Sredstva od naknade za OKFŠ nisu zanemariva, u 2020. u državni je proračun s tog naslova uplaćeno 178, 5 milijuna kuna, Ministarstvu poljoprivrede otišlo je 63 milijuna, MUP-u 83, 5 milijuna i Hrvatskoj vatrogasnoj zajednici 31, 8 milijuna kuna.

Kako je Ministarstvo iz prijašnjih godina imalo neutrošenih gotovo 125 milijuna kuna, u 2020. raspolagalo je s gotovo 188 milijuna kuna.

Utvrđeno je kako Ministarstvo do svibnja 2021. nije ustrojilo registar evidencije ugovora i naplate za sve oblike raspolaganja državnim zemljištem, iako je to trebalo učiniti do 1. rujna 2018. godine, gotovo tri godine ranije.  

Državni je ured iznio niz preporuka, primjerice da se prošire funkcije ARKOD sustava kako bi se vidjeli podaci o državnom poljoprivrednom zemljištu po statusu korištenja i korisnicima, da se uspostavi sustav koji će pokazati koristi li se državno zemljište dano u dugogodišnji zakup za proizvodnju ili je sredstvo za dobivanje potpora.

Preporučio je i da se podaci o državnom poljoprivrednom zemljištu unesu u Središnji registar državne imovine. Sada nema objedinjenih podataka o površini i vrijednosti tog zemljišta u poslovnim knjigama nijednog državnog tijela.

Ministarstvo poljoprivrede jedno je od tri ministarstva na čiji je rad u 2020. Državni ured za reviziju imao zamjerke, pa je dobilo uvjetno mišljenje za financijske izvještaje i usklađenost poslovanja.

Kad je riječ o ovom posljednjem, zamjera mu se da nije pravodobno štitilo svoja prava u povratu sredstava iz Operativnog programa za pomorstvo i ribarstvo od 2014. do 2020.

Ministarstvo je od 2019. do 2020. od fizičkih i pravnih osoba zatražilo povrat potpore od 3, 4 milijuna kuna u okviru mjere Trajni prestanak ribolovnih aktivnosti, no korisnici nisu vratili sredstva u roku niti su ga obavijestili o obročnoj otplati duga pa nisu zaključene izvansudske nagodbe kojima bi se odredili rokovi i uvjeti povrata.

Ministarstvo nije pokrenulo postupak zaštite svojih prava sudskim putem, zbog pandemije je u svibnju 2021. donijelo Odluku o odgodi naplate povrata na godinu dana.

Od ukupnih potraživanja krajem 2020. u iznosu od 2, 1 milijarde kuna dospjela su iznosila oko 176 milijuna kuna, od čega 5, 4 milijuna od korisnika Operativnog programa.

Državna revizija Ministarstvu zamjera i što nije donijelo pravilnik koji uređuje načine ostvarivanja prava i korištenja sredstava naknade za općekorisne funkcije šuma (OKFŠ). trebalo ga je donijeti do kolovoza 2019., no nije donijet do provedbe revizije.

Nije ustrojen registar evidencije ugovora i naplate za raspolaganje državnim zemljištem

Sredstva od naknade za OKFŠ nisu zanemariva, u 2020. u državni je proračun s tog naslova uplaćeno 178, 5 milijuna kuna, Ministarstvu poljoprivrede otišlo je 63 milijuna, MUP-u 83, 5 milijuna i Hrvatskoj vatrogasnoj zajednici 31, 8 milijuna kuna.

Kako je Ministarstvo iz prijašnjih godina imalo neutrošenih gotovo 125 milijuna kuna, u 2020. raspolagalo je s gotovo 188 milijuna kuna.

Utvrđeno je kako Ministarstvo do svibnja 2021. nije ustrojilo registar evidencije ugovora i naplate za sve oblike raspolaganja državnim zemljištem, iako je to trebalo učiniti do 1. rujna 2018. godine, gotovo tri godine ranije.  

Državni je ured iznio niz preporuka, primjerice da se prošire funkcije ARKOD sustava kako bi se vidjeli podaci o državnom poljoprivrednom zemljištu po statusu korištenja i korisnicima, da se uspostavi sustav koji će pokazati koristi li se državno zemljište dano u dugogodišnji zakup za proizvodnju ili je sredstvo za dobivanje potpora.

Preporučio je i da se podaci o državnom poljoprivrednom zemljištu unesu u Središnji registar državne imovine. Sada nema objedinjenih podataka o površini i vrijednosti tog zemljišta u poslovnim knjigama nijednog državnog tijela.

Revizija za 2020.Ministarstvu poljoprivrede uvjetno mišljenje za financijske izvještaje i usklađenost poslovanja

Ministarstvo poljoprivrede jedno je od tri ministarstva na čiji je rad u 2020. Državni ured za reviziju imao zamjerke, pa je dobilo uvjetno mišljenje za financijske izvještaje i usklađenost poslovanja.

Kad je riječ o ovom posljednjem, zamjera mu se da nije pravodobno štitilo svoja prava u povratu sredstava iz Operativnog programa za pomorstvo i ribarstvo od 2014. do 2020.

Ministarstvo je od 2019. do 2020. od fizičkih i pravnih osoba zatražilo povrat potpore od 3, 4 milijuna kuna u okviru mjere Trajni prestanak ribolovnih aktivnosti, no korisnici nisu vratili sredstva u roku niti su ga obavijestili o obročnoj otplati duga pa nisu zaključene izvansudske nagodbe kojima bi se odredili rokovi i uvjeti povrata.

Ministarstvo nije pokrenulo postupak zaštite svojih prava sudskim putem, zbog pandemije je u svibnju 2021. donijelo Odluku o odgodi naplate povrata na godinu dana.

Od ukupnih potraživanja krajem 2020. u iznosu od 2, 1 milijarde kuna dospjela su iznosila oko 176 milijuna kuna, od čega 5, 4 milijuna od korisnika Operativnog programa.

Državna revizija Ministarstvu zamjera i što nije donijelo pravilnik koji uređuje načine ostvarivanja prava i korištenja sredstava naknade za općekorisne funkcije šuma (OKFŠ). trebalo ga je donijeti do kolovoza 2019., no nije donijet do provedbe revizije.

Nije ustrojen registar evidencije ugovora i naplate za raspolaganje državnim zemljištem

Sredstva od naknade za OKFŠ nisu zanemariva, u 2020. u državni je proračun s tog naslova uplaćeno 178, 5 milijuna kuna, Ministarstvu poljoprivrede otišlo je 63 milijuna, MUP-u 83, 5 milijuna i Hrvatskoj vatrogasnoj zajednici 31, 8 milijuna kuna.

Kako je Ministarstvo iz prijašnjih godina imalo neutrošenih gotovo 125 milijuna kuna, u 2020. raspolagalo je s gotovo 188 milijuna kuna.

Utvrđeno je kako Ministarstvo do svibnja 2021. nije ustrojilo registar evidencije ugovora i naplate za sve oblike raspolaganja državnim zemljištem, iako je to trebalo učiniti do 1. rujna 2018. godine, gotovo tri godine ranije.  

Državni je ured iznio niz preporuka, primjerice da se prošire funkcije ARKOD sustava kako bi se vidjeli podaci o državnom poljoprivrednom zemljištu po statusu korištenja i korisnicima, da se uspostavi sustav koji će pokazati koristi li se državno zemljište dano u dugogodišnji zakup za proizvodnju ili je sredstvo za dobivanje potpora.

Preporučio je i da se podaci o državnom poljoprivrednom zemljištu unesu u Središnji registar državne imovine. Sada nema objedinjenih podataka o površini i vrijednosti tog zemljišta u poslovnim knjigama nijednog državnog tijela.
