Novi elektronički sustav naplate cestarine bit će u funkciji najranije krajem 2024. godine, najavljuje Ministarstvo mora, prometa i infrastrukture koje je u javno savjetovanje uputilo obrazac prethodne procjene za nacrt prijedloga zakona o naplati cestarine, piše Hina.

"Novi elektronički sustav naplate cestarine temelji se na odabranim tehnologijama (a ne na svim tehnologijama koje su Direktivom 2019/520 i Zakonom o cestama dozvoljene), isključuje mogućnost plaćanja cestarine u gotovini i za sva teretna vozila i motocikle uvodi obvezu korištenja uređaja u vozilu za plaćanje cestarine, a što će omogućiti slobodan prometni tok, bez zaustavljanja vozila zbog naplate cestarine", navodi se u obrascu. 

Naime, Hrvatska je kao država članica EU obvezna svoj nacionalni propis koji uređuje područje naknada koje se naplaćuju za korištenje određenih infrastruktura za vozila uskladiti s Direktivom 2022/362 do 25. ožujka 2024. godine.

Vlada je to upisala i u Nacionalni plan oporavka i otpornosti (NPOO), kojim je predviđeno i financiranje projekta "Elektronički sustav naplate cestarine".

Promjena koja se postiže je novi elektronički sustav naplate cestarine u Republici Hrvatskoj, temeljen na slobodnom prometnom toku, s mikrovalnom tehnologijom na frekvenciji 5,8 GHz i tehnologijom automatskog prepoznavanja registarskih pločica, ističu iz Ministarstva.

 

Najavljuju da će se zakonom isključiti mogućnost da se korištenje autoceste plati u gotovini, što će posljedično smanjiti operativne troškove naplate cestarine.

"Sva teretna vozila i motocikli imat će obvezu korištenja uređaja u vozilu za plaćanje cestarine. Laka vozila do 3,5 tona nosivosti imat će mogućnost odabrati između korištenja uređaja u vozilu za elektroničku naplatu cestarine i prijave u sustav naplate cestarine za automatske prepoznavanje registarskih pločica", najavljuje se u obrascu.

Potpredsjednik Vlade i ministar mora, prometa i infrastrukture Oleg Butković već neko vrijeme najavljuje uvođenje novog, elektroničkog sustava naplate cestarine, za što je novac osiguran u NPOO-u, a čija se vrijednost procjenjuje na oko 500 milijuna kuna (nešto više od 66 milijuna eura).

"Sustav će biti beskontaktni, temeljen na kombinaciju dviju suvremenih tehnologija, a naplata bi trebala biti preko novijeg ENC uređaja i automatskog sustava očitanja tablica, dakle u obliku elektroničke vinjete i plaćanja bez zaustavljanja. Postojeće naplatne postoje bit će uklonjene, više neće biti rampi i velikih gužvi na naplatnim postajama. Tako bi sve trebalo biti brže. Primjerice, ručna naplata cestarine ima kapacitet od oko 200 vozila po satu, a novi sustav omogućuje prolaz i do 3000 vozila", rekao je Butković u intervjuu objavljenom početkom ovoga mjeseca u "Večernjem listu".

Pritom je podsjetio kako je prošle godine ostvaren povijesni rezultat s tri milijarde kuna naplaćene cestarine na autocestama pod upravljanjem Hrvatskih autocesta (HAC).

Vjeruje i kako će novi sustav naplate privući još više vozača.

"Ispitivanje provedeno 2019. pokazuje da je 70 posto vozača bilo upravo za model ‘plati koliko voziš‘ umjesto klasične vinjete. Sustav naplate klasičnim vinjetama polako se napušta, a ovdje je riječ o elektroničkom plaćanju cestarine bez zaustavljanja", izjavio je Butković.

U tom je intervju naveo kako je kao rok implementacije navedena 2025. ali i kako je namjera uvesti ga i prije, "nadamo se početkom 2024. godine". 

U obrascu prethodne procjene za nacrt prijedloga zakona o naplati cestarine se, pak, navodi kako će novi sustav biti "u funkciji najranije krajem 2024. godine". 

Objava obrasca prethodne procjene u e-Savjetovanju prvi je formalni korak u donošenju zakona o naplati cestarine, a javna rasprava o tom dokumentu trajat će do 7. veljače. U javnu raspravu će ići i nacrt samog prijedloga zakona, koji nakon toga treba proći vladinu i saborsku proceduru, a u obrascu se najavljuje kako se za donošenje zakona planira redovni postupak donošenja.

Novi elektronički sustav naplate cestarine bit će u funkciji najranije krajem 2024. godine, najavljuje Ministarstvo mora, prometa i infrastrukture koje je u javno savjetovanje uputilo obrazac prethodne procjene za nacrt prijedloga zakona o naplati cestarine, piše Hina.

"Novi elektronički sustav naplate cestarine temelji se na odabranim tehnologijama (a ne na svim tehnologijama koje su Direktivom 2019/520 i Zakonom o cestama dozvoljene), isključuje mogućnost plaćanja cestarine u gotovini i za sva teretna vozila i motocikle uvodi obvezu korištenja uređaja u vozilu za plaćanje cestarine, a što će omogućiti slobodan prometni tok, bez zaustavljanja vozila zbog naplate cestarine", navodi se u obrascu. 

Naime, Hrvatska je kao država članica EU obvezna svoj nacionalni propis koji uređuje područje naknada koje se naplaćuju za korištenje određenih infrastruktura za vozila uskladiti s Direktivom 2022/362 do 25. ožujka 2024. godine.

Vlada je to upisala i u Nacionalni plan oporavka i otpornosti (NPOO), kojim je predviđeno i financiranje projekta "Elektronički sustav naplate cestarine".

Promjena koja se postiže je novi elektronički sustav naplate cestarine u Republici Hrvatskoj, temeljen na slobodnom prometnom toku, s mikrovalnom tehnologijom na frekvenciji 5,8 GHz i tehnologijom automatskog prepoznavanja registarskih pločica, ističu iz Ministarstva.

 

Najavljuju da će se zakonom isključiti mogućnost da se korištenje autoceste plati u gotovini, što će posljedično smanjiti operativne troškove naplate cestarine.

"Sva teretna vozila i motocikli imat će obvezu korištenja uređaja u vozilu za plaćanje cestarine. Laka vozila do 3,5 tona nosivosti imat će mogućnost odabrati između korištenja uređaja u vozilu za elektroničku naplatu cestarine i prijave u sustav naplate cestarine za automatske prepoznavanje registarskih pločica", najavljuje se u obrascu.

Potpredsjednik Vlade i ministar mora, prometa i infrastrukture Oleg Butković već neko vrijeme najavljuje uvođenje novog, elektroničkog sustava naplate cestarine, za što je novac osiguran u NPOO-u, a čija se vrijednost procjenjuje na oko 500 milijuna kuna (nešto više od 66 milijuna eura).

"Sustav će biti beskontaktni, temeljen na kombinaciju dviju suvremenih tehnologija, a naplata bi trebala biti preko novijeg ENC uređaja i automatskog sustava očitanja tablica, dakle u obliku elektroničke vinjete i plaćanja bez zaustavljanja. Postojeće naplatne postoje bit će uklonjene, više neće biti rampi i velikih gužvi na naplatnim postajama. Tako bi sve trebalo biti brže. Primjerice, ručna naplata cestarine ima kapacitet od oko 200 vozila po satu, a novi sustav omogućuje prolaz i do 3000 vozila", rekao je Butković u intervjuu objavljenom početkom ovoga mjeseca u "Večernjem listu".

Pritom je podsjetio kako je prošle godine ostvaren povijesni rezultat s tri milijarde kuna naplaćene cestarine na autocestama pod upravljanjem Hrvatskih autocesta (HAC).

Vjeruje i kako će novi sustav naplate privući još više vozača.

"Ispitivanje provedeno 2019. pokazuje da je 70 posto vozača bilo upravo za model ‘plati koliko voziš‘ umjesto klasične vinjete. Sustav naplate klasičnim vinjetama polako se napušta, a ovdje je riječ o elektroničkom plaćanju cestarine bez zaustavljanja", izjavio je Butković.

U tom je intervju naveo kako je kao rok implementacije navedena 2025. ali i kako je namjera uvesti ga i prije, "nadamo se početkom 2024. godine". 

U obrascu prethodne procjene za nacrt prijedloga zakona o naplati cestarine se, pak, navodi kako će novi sustav biti "u funkciji najranije krajem 2024. godine". 

Objava obrasca prethodne procjene u e-Savjetovanju prvi je formalni korak u donošenju zakona o naplati cestarine, a javna rasprava o tom dokumentu trajat će do 7. veljače. U javnu raspravu će ići i nacrt samog prijedloga zakona, koji nakon toga treba proći vladinu i saborsku proceduru, a u obrascu se najavljuje kako se za donošenje zakona planira redovni postupak donošenja.

Novi elektronički sustav naplate cestarine bit će u funkciji najranije krajem 2024. godine, najavljuje Ministarstvo mora, prometa i infrastrukture koje je u javno savjetovanje uputilo obrazac prethodne procjene za nacrt prijedloga zakona o naplati cestarine, piše Hina.

"Novi elektronički sustav naplate cestarine temelji se na odabranim tehnologijama (a ne na svim tehnologijama koje su Direktivom 2019/520 i Zakonom o cestama dozvoljene), isključuje mogućnost plaćanja cestarine u gotovini i za sva teretna vozila i motocikle uvodi obvezu korištenja uređaja u vozilu za plaćanje cestarine, a što će omogućiti slobodan prometni tok, bez zaustavljanja vozila zbog naplate cestarine", navodi se u obrascu. 

Naime, Hrvatska je kao država članica EU obvezna svoj nacionalni propis koji uređuje područje naknada koje se naplaćuju za korištenje određenih infrastruktura za vozila uskladiti s Direktivom 2022/362 do 25. ožujka 2024. godine.

Vlada je to upisala i u Nacionalni plan oporavka i otpornosti (NPOO), kojim je predviđeno i financiranje projekta "Elektronički sustav naplate cestarine".

Promjena koja se postiže je novi elektronički sustav naplate cestarine u Republici Hrvatskoj, temeljen na slobodnom prometnom toku, s mikrovalnom tehnologijom na frekvenciji 5,8 GHz i tehnologijom automatskog prepoznavanja registarskih pločica, ističu iz Ministarstva.

 

Najavljuju da će se zakonom isključiti mogućnost da se korištenje autoceste plati u gotovini, što će posljedično smanjiti operativne troškove naplate cestarine.

"Sva teretna vozila i motocikli imat će obvezu korištenja uređaja u vozilu za plaćanje cestarine. Laka vozila do 3,5 tona nosivosti imat će mogućnost odabrati između korištenja uređaja u vozilu za elektroničku naplatu cestarine i prijave u sustav naplate cestarine za automatske prepoznavanje registarskih pločica", najavljuje se u obrascu.

Potpredsjednik Vlade i ministar mora, prometa i infrastrukture Oleg Butković već neko vrijeme najavljuje uvođenje novog, elektroničkog sustava naplate cestarine, za što je novac osiguran u NPOO-u, a čija se vrijednost procjenjuje na oko 500 milijuna kuna (nešto više od 66 milijuna eura).

"Sustav će biti beskontaktni, temeljen na kombinaciju dviju suvremenih tehnologija, a naplata bi trebala biti preko novijeg ENC uređaja i automatskog sustava očitanja tablica, dakle u obliku elektroničke vinjete i plaćanja bez zaustavljanja. Postojeće naplatne postoje bit će uklonjene, više neće biti rampi i velikih gužvi na naplatnim postajama. Tako bi sve trebalo biti brže.
